Description
The Contracting Authority will adopt an international competitive bidding process, also known as the open procedure, for this contract, as outlined in the EIB’s Guide to Procurement (July 2024). This procedure will be carried out according to the July 2024 version of the EIB’s Guide to Procurement, in compliance with national laws. The process employs a single-stage, two-envelope system and is open to all bidders from eligible countries specified in the Bidding Document. The bidding process adheres to principles of open international competition, non-discrimination, fairness, transparency, and aims to select the most economically advantageous offer. Bidders shall submit two separate envelopes simultaneously: one containing the Technical Bid and the other containing the Price Bid. Both envelopes shall be enclosed within a single outer envelope. The Employer shall publicly open the Technical Bids at the address, date, and time specified in the Bidding Document. The Technical Bids shall then be evaluated in accordance with the provisions of the Bidding Documents. The Price Bids will remain unopened and will be held in custody of the Employer until the specified time of their opening. At the end of the evaluation of the Technical Bids, the Employer will invite bidders who have submitted substantially responsive Technical Bids to attend the opening of the Price Bids. The date, time, and location of the opening of Price Bids will be advised in writing by the Employer.
