1.The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) has received financing from the World Bank toward the cost of the Uganda Climate Smart Agricultural Transformation Project (UCSATP) and intends to apply part of the proceeds toward payments under the contract for Construction of Livestock Production Structures at the National Animal Genetic Resources Centre under Lots 1, 2 & 3. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing,”
2.The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) now invites sealed Bids from eligible Bidders for Construction of Livestock Production Structures at the National Animal Genetic Resources Centre under Lots 1, 2 & 3.
Lot 1: Construction of a bull pen (10 proven sire capacity) at the National Bull stud, Entebbe.
Lot 2: Construction of a silage bunker at the National Bull stud, Entebbe.
Lot 3: Construction of a hay barn at the National Bull stud, Entebbe.
3.Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers July 2016 revised in September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4.Bids will be evaluated in accordance with the evaluation process set out in the bidding documents.
5.Interested eligible Bidders may obtain further information from Ministry of Agriculture Animal Industry and Fisheries, Attention; Senior Procurement Officer, procurement.ucsatp@agriculture.go.ug and inspect the bidding document during office hours 0900 to 1700 hours at the address given below Uganda Climate Smart Agricultural Transformation Project Offices, Plot 78, Block 2 Room 11, Buganda Road, Kampala, Uganda.
6.The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of UGX:300,000. The method of payment will be through the Bank to Uganda Revenue Authority. The document will be sent by email. A Pre-Bid meeting/site visit shall take place at the National Bullstud Entebbe on 24th April 2026 at 1030hrs (East African Time)
7.Bids must be delivered to the address below on or before 26th May 2026 at 1100hrs (East African Time). Electronic bidding will not be permitted. Late Bids will be rejected. Bid opening shall take place on the 26th May,2026 at 1110hrs (East African Time)
8.All Bids must be accompanied by a Bid Security for Lot 1: UGX:12,000,000, Lot 2: UGX: 3,000,000 and Lot 3 UGX: 9,000,0000 and (ii) Local Labor Method Statement.
9.Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
