Description

The Contracting Authority will adopt an international competitive bidding process, also known as the open procedure, for this contract, as outlined in the EIB’s Guide to Procurement (July 2024). This procedure will be carried out according to the July 2024 version of the EIB’s Guide to Procurement, in compliance with national laws. The process employs a single-stage, one-envelope system and is open to all bidders from eligible countries specified in the Bidding Document. The bidding process adheres to principles of open international competition, non-discrimination, fairness, transparency, and aims to select the most economically advantageous offer. Bidders are required to submit their proposals in a single envelope, which must include both the price and technical proposals. These envelopes will be opened publicly at the time and date stated in the Bidding Document, and the bids will then be evaluated.
