  1. The Government of Kenya (GoK) has received funding from the World Bank towards the cost of Second Kenya Devolution Support Program KDSP-II, and intends to apply part of the proceeds toward payments under the contract for consulting services.
  2. The primary objective of this consultancy is to design, develop, test, deploy, and support the Integrated Devolution Management Information System (IDMIS) for the State Department for Devolution (SDD). The system will enhance coordination, monitoring, learning, performance management, citizen engagement, and accountability across national and county governments as well as development partners.
  3. The consulting services contract is expected to be a period of twenty four (24) calendar months from the date of commencement.
  4. The terms of reference are available on The Public Procurement Information Portal https://tenders.go.ke and the State Department For Devolution Website https://www.devolution.go.ke.
  5. The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement Regulations revised November 2020, 4th edition, setting forth the World Bank’s policy on conflict of interest.
  6. The State Department for Devolution now invites eligible consultants (Firms) to submit Expressions of interest for consideration. Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to provide the services. The short listing criteria are;
  1. Joint Venture: Interested firms may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire assignment.
  2. Demonstrate experience in capacity building, skill transfer, and stakeholder engagement
  3. Relevant experience: The firm shall demonstrate as having successfully executed and completed at least three projects of a similar nature, complexity and in a similar operating environment- public sector in the last five years. Details of similar assignments-Name and address of the client, scope, value, and period should be provided, and the submitted Proposal should include an enumeration (Contract or LPO) of these similar past assignments.
  4. Technical and managerial capability of the firm: The firm must demonstrate the requisite technical and managerial capacity to undertake the assignment in the submitted company profile Key Experts will not be evaluated at the shortlisting stage.
  5. Description of Approach, Methodology, and Work Plan: A description of the approach, methodology, and work plan in responding to the terms of reference for performing the assignment. Include a detailed description of the Technical Approach and Methodology, Work Plan, Organization, and Staffing. Provide a Write-up on the Overall Architecture and Modules of the system.

N.B Documentary evidence in support of the shortlisting criteria should be submitted by the Consultants. These may include but not limited to copies of contracts for past assignments, evidence that they have done work in the country/region which may include letters of recommendation from previous clients.

 

Note

In addition, If the firm selected for contract award or its local partners does not possess ICT Authority accreditation, it must secure such accreditation from the Authority before signing the Contract in accordance with the Government of Kenya's ICT standards. It is expected that the firm selected for contract award, without existing accreditation, must apply and obtain before contract signing date, Suppliers Accreditation with ICT Authority in the following accreditations

    1. ICTA 1: Systems and applications
    2. ICTA 1: Information Security
    3. ICTA 1: ICT Consultancy
  1. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  2. A firm will be selected in accordance with the Quality Cost Based Selection method/ procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers.
