MILLENNIUM CHALLENGE ACCOUNT-BELIZE SPECIFIC PROCUREMENT NOTICE (SPN) Country: Belize Project Name: Energy Project Procurement Title: Consultancy for Employer's Representative Procurement Ref. Number: MCA-B/EP/QCBS/26/3010 Type of Procurement: Consultant Services Accountable Entity: Millennium Challenge Account - Belize (MCA-Belize) Publication Date: 16 September 2026 Submission Deadline: no later than 14:00 hours (local time in Belize) on 26 October 2026. The Accountable Entity, MCA-Belize, has received financing from the Millennium Challenge Corporation toward the cost of the Education Project, which aims to equitably increase the number of post-primary graduates with the competencies relevant to labor market demand, and the Energy Project, which aims to lower the wholesale cost of electricity in real terms, and intends to apply part of the proceeds toward payments under the contract for Procurement of Consultancy for Employer's Representative. MCC’s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So, when a contract is signed with an Accountable Entity, money is already available to the Accountable Entity and, for most contracts, invoices are paid directly to Offerors by the US Treasury. MCA-Belize now invites offers from eligible offerors for Consultancy for Employer's Representative. MCA-Belize intends to develop, procure, install, test, commission, and place into commercial operation a submarine transmission cable system with integrated fiber optic under an Engineering, Procurement, Construction, and Installation (EPCI) Contract (FIDIC Silver Book). The Project is a strategic infrastructure investment designed to increase transmission capacity between the Belize mainland and Ambergris Caye to reliably and economically meet demand growth on Ambergris Caye and bring down the overall cost of electricity. The MCA-Belize seeks to appoint an experienced Employer's Representative to act on its behalf to provide independent technical, commercial, contractual, environmental, and project management services throughout design, manufacturing, installation, testing, commissioning, and warranty phases of the EPCI Contract. Bidding will be conducted through the Quality and Cost Based Selection (QCBS) procedures as specified in the Accountable Entity MCC Procurement and Policy Guidelines (PPG) and is open to all eligible offerors as defined in the PPG.
