OVERVIEW
1 BACKGROUND, OBJECTIVES AND JUSTIFICATION
The Ministry of Education (MoE), with technical support from UNESCO and in partnership with Global Affairs Canada, is implementing a four-year programme (2024–2027) titled “Technical Assistance for Transforming Technical and Vocational Education and Training (TVET) in Jordan.” The programme aims to strengthen the TVET system to better respond to labour market needs, reduce youth unemployment, and address gender disparities.
As part of this reform, the MoE is introducing the Business and Technology Education Council (BTEC) framework in secondary vocational education (grades 10–12). This transition aims to improve the quality, relevance, and employability outcomes of vocational education graduates.
Despite these efforts, TVET continues to face perception challenges, often being associated with low academic performance. At the same time, private sector engagement in vocational education, particularly in providing Work-Based Learning (WBL) opportunities, remains limited.
To support Outcome 3.1 of the programme, it increases awareness and knowledge of TVET among private sector stakeholders, UNESCO and the MoE aim to design a targeted awareness campaign. A critical first step is to engage private sector stakeholders in a structured consultation process to co-create relevant, credible, and compelling campaign messages; under
Activity 3.1.1.1
: Consultations with stakeholders on national campaign and agreement on key messages.
2. PURPOSE OF THE ASSIGNMENT
In view of the above context, the objective of this consultancy is to design and facilitate inclusive stakeholder consultations with private sector actors in Jordan to co-create evidence based, gender sensitive key messages that will inform a national awareness campaign promoting TVET and strengthening employer engagement.
ASSIGNMENTS
3. DUTIES/TASKS AND EXPECTED OUTPUT:
Under the overall authority of the Head of UNESCO Amman Office and the direct supervision of the Project Officer, the selected consultant will undertake the following:
1. Inception and Work Planning
Develop a detailed inception report outlining:
Methodology for stakeholder mapping and engagement.
Consultation design and facilitation approach.
Detailed work plan with timeline and milestones and proposed sequencing of activities.
Stakeholder segmentation approach (e.g., SMEs, large enterprises, sectors, geographic distribution and relevance to WBL and TVET)

[1] Stakeholders should be segmented by sector, size, geographic location, and level of engagement with TVET.
2. Stakeholder Mapping and Engagement
Identify and map at least 80-100 private sector stakeholders, ensuring:
Representation across key economic sectors relevant to TVET BTEC pathways but not limited to (e.g., business, ICT, tourism, agriculture, etc.).
Industry leaders and HR professionals involved in recruitment and training.
Inclusion of SMEs, large enterprises, and startups.
Engagement of business associations, chambers of commerce, and sector skills councils and relevant employers’ representative bodies.
Gender, Inclusion of persons with disabilities and geographic diversity.
Develop a stakeholder database including profiles and relevance to TVET and then invite them to the sessions.
3. Design and Facilitation of Consultation Workshops
Organize and facilitate five (5) inclusive and gender sensitive participatory consultation workshops with the identified stakeholders.
Each workshop should use interactive and co-creation methodologies (e.g., group discussions, storytelling, journey mapping) and explore:
Perception of TVET,
Barriers and incentives for private sector engagement and opportunities for Work-Based Learning (WBL).
Practical recommendations for designing a targeted private sector engagement campaign, including the five key messages for the upcoming awareness campaign.
4. Messages Finalization
Based on stakeholder consultations, finalize a private sector messaging framework centered on at least five tailored key messages, supported by clear value propositions and appropriate narratives and communication channels to effectively engage target audiences.
5. Reporting
Prepare and submit workshop reports (summary per session) and a final synthesis report, including methodology, stakeholder analysis, key findings, messaging framework, strategic recommendations for campaign development.
CONTRACT DURATION
3 month June- August 2026 ( 18 working days - LoE).
TIMETABLE AND DELIVERABLES
All deliverables including the training agenda, materials, and final report will be submitted electronically to UNESCO for review and approval, in consultation with the MoE. The consultant will incorporate feedback received from both parties prior to final submission.

REQUIRED QUALIFICATIONS
EDUCATION
Advanced University degree (Master or equivalent) in Communication, Media, Journalism, Public Relations, or a closely related field.
WORK EXPERIENCE
A minimum of 10 years of experience in stakeholder engagement, event facilitation, or communication campaigns.
Demonstrated experience in developing communication related outputs, such as messaging frameworks, key messages, value propositions, campaign inputs, consultation reports, policy briefs, concept notes, or stakeholder engagement materials.
Demonstrated ability to engage with private sector actors, business associations, chambers of commerce, sector representatives, employers, or comparable institutional stakeholders.
Strong analytical and reporting skills, with the ability to synthesize consultation findings and translate stakeholder inputs into clear, practical, and usable communication outputs.
Strong coordination and organizational skills, including the ability to manage invitations, stakeholder follow up, documentation, and timely delivery of outputs.
SKILLS AND COMPETENCIES
Strong drafting, documentation, and reporting skills in both Arabic and English.
Strong coordination and follow up skills.
Demonstrated proficiency in MS Office applications and other relevant digital tools.
Strong organizational, planning, and prioritization skills.

LANGUAGES
Language Fluency in Arabic and English (spoken and written), with the ability to draft professional documents in both languages.
DESIRABLE QALIFICATIONS
Prior experience working on education reform, TVET, skills development, labour market programmes, youth employment, private sector engagement, or work-based learning.
Familiarity with the Jordanian private sector landscape, including chambers of commerce, business associations, sector skills councils, SMEs, large enterprises, and startups.
Experience working with government entities, ministries, UN agencies, INGOs, donor funded projects, or large national institutions.
Familiarity with BTEC or similar competency-based education and training pathways would be considered an asset.
Experience translating structured consultations into practical recommendations for awareness campaigns, communication plans, outreach strategies, or institutional communication products.
