CONSULTANCY SERVICES FOR ENGAGEMENT OF INDIVIDUAL CONSULTANT FOR MONITORING OF NOISE MANAGEMENT FOR CONSTRUCTION OF IRINGA, TANGA AND LAKE MANYARA AIRPORTS UNDER TANZANIA TRANSPORT INTEGRATION PROJECT (TanTIP); Tender No: TR36/CCP/P165660/2026/2027/C/21
The Government of the United Republic of Tanzania has received a credit from the World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP) which amongst others, comprises the upgrading of Iringa – Msembe (104 km) road and rehabilitation and improvement of Lake Manyara Airport. The Government, through Tanzania National Roads Agency (TANROADS) intends to apply part of the credit proceeds to eligible payments under Contract for Consultancy Services for Engagement of Individual Consultant for Monitoring of Noise Management for Construction of Iringa, Tanga and Lake Manyara Airports under Tanzania Transport Integration Project (TanTIP) for which these Terms of Reference are issued.
The proposed works at each airport involve a combination of airside and landside infrastructure upgrades, including extension and strengthening of runways and taxiways, expansion of aprons, improvement of terminal buildings, drainage enhancements, installation of air navigation and safety systems, and implementation of energy efficiency measures.
Prior to the commencement of construction, detailed environmental baseline assessments specifically focused noise baseline data collection and assessment are required to establish reference conditions, support environmental compliance monitoring, and inform the design and implementation of mitigation measures during operation phase.

- This Request for Expressions of Interest is open to: Individual Consultants.
- Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience:
Lake Manyara Airport is located in the Arusha Region in northern Tanzania, serving as a critical gateway for tourism to the Lake Manyara National Park and the greater northern safari circuit. The airport primarily supports charter flights, tourism operators, and small commercial services.
Iringa Airport is situated in the Southern Highlands of Tanzania, serving the regional capital of Iringa and surrounding districts. It plays a strategic role in supporting regional development, facilitating medical and educational access, and connecting agricultural and industrial sectors to larger markets.
Tanga Airport is located along the northeastern coast of Tanzania and serves as an important regional hub for the Tanga Region. It provides both passenger and cargo services and is expected to grow in importance due to the expanding economic and industrial activity in the Tanga corridor, including port development and cross-border trade.
- Education
- He/She must have a university degree in Environmental Science, bachelor degree on Acoustic, Mechanical engineering, Physics, Environmental Engineering, or a related field. Possession of a Master’s degree in related field will be mandatory requirement.
- Professional experience
- He/She must have cumulative of eight (8) years of professional experience in leading multi-site environmental assessments, using spatial data and digital mapping for Noise assessment, monitoring and modelling in transport sector;
- He/She must have undertaking 3 similar projects for pollutant dispersion modelling, noise monitoring and meteorological data interpretation in transport projects within past 5 years. Demonstrate in using software such as INM, AEDT, or Cadna A is required, along with knowledge of ISO noise measurement standards; and knowledge in GIS science; spatial data and digital mapping; and
- He/She must have a demonstrated experience of using ArcGIS, QGIS, or equivalent tools. The specialist will process spatial data, generate impact maps, manage coordinate systems, and support spatial exposure analysis of receptors. The analyst will support both air and noise modelling teams in spatial data.
- Regional experience and Language and requirements
- He/she must have at least three (3) years working experience in sub-Saharan Africa; and
- He/she must be proficient in both written and spoken English and Swahili Languages.
- Government employees under Short-terms or Permanent Contract need not apply, as they are not eligible to participate in the selection process. Expressions of Interest from government employees will be eliminated from the selection process.
- The attention of interested individual consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seven Edition, September, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Seven Edition September, 2025 (“Procurement Regulations”) and Public Procurement Act No. 10 of 2023 and Public Procurement Regulations GN No. 518 of 2024 on “procedures for selection and employment of consultants.
- Expressions of Interest must be submitted through National e-Procurement System of Tanzania (NeST) (www.nest.go.tz) on or before 25th September, 2026 at 10:00 Hours East African Time. The Client shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the bidder. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process. Expression of Interests will be opened promptly thereafter through NeST.
- Any request for clarification with regard to this assignment shall be addressed through NeST not less than five (5) days before submission deadline. The Employer shall respond to clarifications received within three (3) working days from the date of receipt of the query. Expression of Interest not received through NeST shall not be evaluated irrespective of the circumstances
