The Government of Uganda through Uganda Energy Credit Capitalisation Company has received financing from the World Bank towards the cost of the Electricity Access Scale Up Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Consultancy Services to Undertake an Assessment of the Impact of the Uptake of Productive Uses of Energy (PUE) Technologies on Beneficiary Enterprises under Energy Access Scale-Up Project (EASP)

The UECCC now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- Minimum of 5 years’ experience conducting baseline and impact surveys in Uganda, preferably within the energy sector.
- Successful completion of at least one similar assignment in the past 5 years, covering the energy sector.
- Proven track record of work on donor-funded projects in Uganda, with a portfolio of relevant assignments.
- In-depth knowledge of renewable energy technologies, trends, and market dynamics.
- Expertise in both quantitative and qualitative data analysis, with the ability to synthesize information into graphs, charts, and infographics.
- Ability to design and implement surveys, interviews, and focus groups for data collection.
- Demonstrated experience in producing high-quality, engaging video documentaries, including storytelling, scripting, filming, and editing, with the ability to translate technical findings into compelling visual content suitable for diverse audiences.
- Demonstrated experience in assessing Productive Use of Energy (PUE) interventions, energy access financing models, and market-based delivery approaches in rural and underserved communities.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and
3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank Procurement Regulations (revised September 2025).
