Assignment Title: Consultancy Services for Construction Supervision Services (Owners Engineer) for installation of standalone solar energy systems across selected public facilities

- The Government of South Sudan through Ministry of finance and planning received funding from World Bank to Support South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and its being implemented by the Ministry of Energy & Dams, and intends to apply part of the proceeds for consulting services.
- The consulting services (“the Services”) overall objective is to assist the Ministry of Energy and Dams in ensuring that the works under Component 3 which focuses on the electrification of public facilities through the deployment of standalone solar photovoltaic (PV) and battery energy storage systems (BESS) are implemented in accordance with the required technical standards, specifications, and project objectives, and that the completed systems are safe, reliable, and ready for operation. The Consultant shall be responsible for supervising the works to ensure that the installation of solar photovoltaic and battery energy storage systems is carried out in accordance with approved designs and accepted engineering practices.

4. The Ministry of Energy & Dams now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
5. The shortlisting criteria are:
- Core business and years in business: The firm shall be registered/incorporated as a consultant demonstrating experience in Off-grid Hybrid/Off-Grid Solar Generation Plants, particularly in fragile states or Sub-Saharan Africa, for at least ten (10) years.
- Relevant experience: Demonstration by consulting firm of having been involved in the successful execution and completion of at least 5 Hybrid/Off-Grid Solar Generation Plants above 50 kW in the last ten (10) years. Details of the assignment-Name and address of the client, scope, value, evidence of implementation, and period shall be provided;
- Experience with multilateral donors, e.g., World Bank, AfDB, or multilateral donor-funded projects, and proven capacity in concession structuring, financial modelling, ESIA, and community engagement
- Technical and managerial capability of the consulting firm: The firm shall demonstrate as having the requisite technical capacity, including relevant equipment, tools, software etc., and managerial capacity to undertake the assignment in the submitted company profile(s). (Note: Key Experts will not be evaluated at the shortlisting stage)
6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised September 2023, fifth edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest
7. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
8. A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
