Assignment Title: Consultancy Services for Detailed Engineering Estimates, Environmental & Social Screening Reports (ESSRs) and Environmental & Social Management Plans (ESMPs) Preparation for 720km Rural Roads

The Government of the Democratic Socialist Republic of Sri Lanka (GOSL) has received financing from the World Bank toward the cost of the Inclusive Connectivity and Development Project and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include engaging a qualified national consultancy firm to prepare Detailed Engineering Estimates (DEEs), Environmental and Social Screening Reports (ESSRs), and Environmental and Social Management Plans (ESMPs) or Codes of Environmental and Social Good Practice (CESGPs) for the rehabilitation and improvement of approximately 720 kilometres of rural roads across eight (8) districts in five (5) provinces under the Post-Disaster Recovery Additional Financing component of the ICDP. The Services shall also include conducting a comprehensive economic analysis of the proposed rural road investments and ensuring full integration of climate-resilient design principles, geotechnical assessments, and World Bank Environmental and Social Framework (ESF) compliance. The duration of the assignment shall be eight (8) months.

The Road Development Authority (RDA) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications, relevant experience, and technical capacity to perform the Services. The shortlisting criteria are:

  1. Core business and years in business; relevant experience; technical and managerial capability of the firm; quality assurance systems and relevant certifications;
  2. General experience of the firm and its capacity to deploy a Team Leader; Environmental Specialist; Social Specialist; Civil Engineers; Geotechnical Specialist; Climate Resilient Expert; and a GIS Officer for the assignment;
  3. Experience in World Bank-funded Environmental and Social Screening; experience in engineering estimates and BOQ preparation; E&S screening/management assignments; Geotechnical and climate-resilient design assignment;
  4. Financial strength based on audited financials; average annual turnover and demonstrated financial capacity to undertake the assignment; and
  5. Relevant experience in Sri Lanka; and/or relevant experience in South Asian countries and/or the wider regional context.

 

Note: 

  1. Key Experts will not be evaluated at the shortlisting stage.
  2. When providing information relating to (b), it shall be made clear whether the experience of the firm was in the capacity of a principal firm (lead partner) or as an associated firm (sub-consultant/JV partner), with detail regarding the scope of the services.
  3. Firms submitting their EoI response as a Joint Venture (JV) will be evaluated individually for all of the above criteria, while only the lead firm will be evaluated in case of a submission with sub-consultancy or consortium. 

Consultants are requested to submit the following supporting documents against the above- mentioned shortlisting criteria: 

  1. Registration paper of the firm(s).
  2. JV agreement/letter of intent (if applicable).
  3. Firm’s profile / Brochure.
  4. Audited financial reports for the last three years.
  5. Service experience record (including nature, total cost, total input in terms of staff-months, employer, location of service, scope of services, etc.) 
  6. The experience of a parent company, subsidiary company, group company or associates (whatever the name) of the Applicant shall not be considered in evaluation. 

The attention of interested Consultants is drawn to Section III, paragraphs 3.16, 3.17, and 3.18 of the World Bank’s "Procurement Regulations for IPF Borrowers" Fifth Edition, September 2023 (Procurement Regulations), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) arrangements described in the Procurement Regulations and to be specifically set out in the Request for Proposals.
