The Government of Uganda through Uganda Energy Credit Capitalisation Company has received financing from the World Bank towards the cost of the Electricity Access Scale-Up Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Consultancy Services to Conduct a Market Assessment of Emerging Productive Uses of Energy (PUE) Technologies in Uganda (EASP)

The UECCC now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- Academic Qualifications: A bachelor’s degree in engineering, science or other related fields and a master’s degree in electrical engineering or renewable Energy from a recognized University/Institution.
- Experience in market studies and PUE assessments: At least 6 years’ experience in energy access, productive use of energy (PUE), or rural enterprise development studies in Sub-Saharan Africa and at least two (2) assignments of a similar nature.
- Knowledge of energy technologies: Expertise in solar, hybrid, and grid-connected systems, including mills, cold rooms, drying equipment, and small enterprise machinery.
- Financial and business model experience: Understanding of PAYGO, Energy-as-a-Service, RBF, leasing, and other financing mechanisms.
- Standards and quality compliance experience: Knowledge of UNBS, IEC, ISO, and Verasol standards, including testing and certification processes.
- Field research capabilities: Proven experience in survey design, stakeholder consultations, field assessments, and geospatial data analysis.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank Procurement Regulations (Revised September 2025).
