Assignment Title: Consultancy for Services for Support Verification for SRWSSP Phase II.

1. The Government of Tanzania (GoT) has received financing from the World Bank toward the cost of the Sustainable Rural Water Supply and Sanitation Program Phase II (SRWSSP II), and intends to apply part of the proceeds for consulting services. SRWSSP II is a five-year program (2026–2031) designed to increase and sustain access to at least basic water supply, sanitation, and hygiene services in all rural districts. The Program uses the World Bank’s Program-for-Results (PforR) financing instrument, where disbursements are linked to achievement of agreed Disbursement-Linked Indicators (DLIs). Verification of results is critical to trigger disbursements.
2. Expression of interest (EoI) must be delivered through NeST before dead line indicated on NeST. Further details may be obtained in the Term of Reference (TOR) available in the Ministry’s website www.maji.go.tz,
3. The Ministry of Water now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- At least 10 years of experience in large-scale survey implementation, monitoring, and evaluation.
- Proven experience in results verification for World Bank or other donor-funded programs.
- Technical expertise in water, sanitation, and hygiene (WASH) sector.
- Capacity to mobilize and train large field teams, including use of mobile data collection systems.
- Strong data management, statistical analysis, and reporting capabilities.
- Experience working in Tanzania or Sub-Saharan Africa is an advantage
4. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025, setting forth the World Bank’s policy on conflict of interest.
5. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
6. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
