Procuring Entity: Ministry of Mobilisation, Implementation & Transportation (Consulting Services– Quality and Cost-Based Selection (QCBS)) GRENADA OECS Data for Decision Making (DDM) Project Assignment Title: Consultancy Services for the Analysis of Data and Preparation of the National Report of Living Conditions for the Survey of Living Conditions and Household Budget Survey (SLC-HBS) Reference No.: GD-PCU – GRENADA-569611-CS-QCBS The Government of Grenada has received financing from the World Bank toward the cost of the OECS Data for Decision Making (DDM) Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the analysis of data from the Survey of Living Conditions and Household Budget Survey (SLC-HBS) and the preparation of the National Report of Living Conditions. The assignment will involve reviewing and validating the SLC-HBS microdata, developing, and applying survey weights, constructing consumption aggregates, conducting poverty and inequality analysis, and undertaking socioeconomic, social policy, gender, vulnerability, and climate/disaster vulnerability analysis. The Services will also include data visualization, stakeholder validation, preparation of the final report, and knowledge transfer to relevant staff of the Central Statistical Office (CSO). Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Submissions should include: •Firm profile and background. •Description of similar household survey, welfare, poverty, socioeconomic, or statistical analysis assignments undertaken within the last five (5) years. •Demonstrated experience in poverty and inequality analysis, consumption/welfare aggregate construction, survey weighting, and socioeconomic analysis. •Experience preparing analytical reports based on household survey data, preferably for National Statistical Offices or public-sector institutions. •Availability of qualified personnel with relevant expertise to carry out the assignment. Shortlisting Criteria: •Minimum five (5) years of relevant experience in statistical analysis, poverty analysis, socioeconomic research, household survey analysis, or related fields. •Demonstrated experience in at least two (2) similar household survey, welfare, poverty, or living conditions assignments. •Demonstrated experience in the preparation of national or analytical reports using household survey data. •Experience working with National Statistical Offices, government institutions, or other public-sector organizations. •Demonstrated knowledge and application of internationally accepted methodologies for poverty and inequality measurement, welfare and consumption aggregates, survey weighting, and socioeconomic analysis. •Experience in the Caribbean, OECS, or Small Island Developing States (SIDS) will be considered an asset. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018) , setting forth the World Bank’s policy on conflict of interest. Selection Method: A consulting firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank Procurement Regulations.
