Consultancy Services for the Implementation of a Complementary Investment Readiness Programme in Senegal Contracting Authority: Expertise France Programme: Africa-Europe Digital Innovation Bridge (AEDIB) Country of implementation: Senegal Anticipated Contract duration: 24 months (January 2027 – December 2028) 1. Background and purpose As part of the implementation of the Africa-Europe Digital Innovation Bridge (AEDIB), Expertise France invites qualified firms and consulting organisations to submit proposals for the implementation of a complementary Investment Readiness Programme in Senegal. The assignment aims to strengthen the capacity of Entrepreneurship Support Organisations (ESOs) and provide tailored, hands-on support to startups, Small and Growing Businesses (SGBs), and technology and technology-enabled businesses to improve their ability to attract, negotiate and secure investment, particularly in the digital and green sectors. The programme will complement the investment readiness curriculum delivered under the Netherlands Enterprise Agency (RVO) programme, focusing on practical implementation, investor engagement, fundraising preparation and transaction facilitation. 2. Scope of services The selected service provider will be responsible for two complementary areas of intervention: Track 1 – Support to ESOs: Investment readiness diagnostics, tailored capacity building, investor engagement, ecosystem coordination and pipeline monitoring. Track 2 – Support to startups and SGBs: Investment readiness diagnostics, financial modelling, deal room preparation, due diligence support, fundraising coaching, investor matchmaking and transaction facilitation. The programme is expected to support two selected ESOs and ten startups/SGBs, with at least 30% of supported ventures being women-led. The assignment will also include investor engagement activities, deal room preparation, monitoring and reporting, and coordination with the RVO service provider and AEDIB stakeholders.
