REQUEST FOR EXPRESSIONS OF INTEREST CONSULTANCY SERVICES FOR THE IMPLEMENTATION OF THE ECOWAS CORRIDOR ROAD INFORMATION SYSTEM (ECCRIS) (Phase III of the ECCRIS Programme) 1. The Economic Community of West African States (ECOWAS) Commission, as part of its Transport Facilitation Programme, intends to recruit a qualified Consultant/Firm to customise, deploy and support the development and deployment of a cloud‑based ECOWAS Corridor Road Information System (ECCRIS). The assignment forms Phase III of the ECCRIS programme and aims to provide a single regional platform for monitoring, planning and optimising the performance of the Inter‑State Road Transit (ISRT) corridor network. ECCRIS is envisaged as a modern, web-based, multilingual and GIS-enabled platform dedicated to the ECOWAS corridor network, aimed at supporting corridor planning, monitoring, analysis and evidence-based decision-making.
2. The objective of the assignment is to deliver a fully‑functional, secure and scalable Road Information System capable of ingesting corridor inventory, condition, traffic, safety, climate‑risk and PPP data; generating dashboards and GIS services; and supporting evidence‑based investment planning across all ECOWAS Member States.
3. The services to be provided include, but are not limited to: (i) Network status update and validation of corridor inventory; (ii) Collection and migration of existing data from Member‑State systems into the ECCRIS staging database; (iii) Design and customisation of the ECCRIS platform (open‑source preferred) to the ECOWAS data model, multi‑lingual UI, security profiles and API protocols; (iv) System implementation and roll‑out, including cloud hosting and back‑up servers; (v) Staff training and change‑management (train‑the‑trainer) for ECOWAS HQ and national focal points; and (vi) Maintenance and technical assistance for a period of twelve (12) months after commissioning.
4. The expected contract duration is twenty‑four (24) months: twelve (12) months for customisation & deployment and twelve (12) months for maintenance & technical assistance.
5. The ECOWAS Commission now invites eligible Consultants (firms or joint ventures) with experience in transport information systems and corridor asset‑management platforms to express their interest.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience, including: • General experience in the design and implementation of public-sector information systems /digital platforms, particularly GIS-enabled systems involving multi-source data integration, dashboards, and structured data governance. 1• Specific experience in at least two (2) similar regional or national specific experience in Road Information Systems / Road Asset Management Systems, GIS-enabled platforms, spatial databases, dashboards, and data migration, preferably in Africa. • Experience integrating web-based information systems with external databases and national systems, using open standards (e.g., CSV/XML/JSON, GeoJSON/Shapefile) and API-based integration (REST/JSON) for automated data exchange. • Experience in cybersecurity, cloud deployment, backup and disaster recovery in institutional environments. • Experience working with regional institutions and multi‑country stakeholders. • Proven capacity to customise open‑source spatial databases, web dashboards and APIs. • Availability of suitably qualified professional staff with proficiency in English and French. NB: Each reference project must be presented with a Project Sheet and include relevant supporting documents such as a contract signature page, completion certificate, or performance statement. Contact details of clients must be included for verification. 6. Consultants may constitute Joint‑Ventures (JVs) to enhance their chances of qualification. In accordance with Article 10.2 of the ECOWAS Revised Procurement Code (September 2021), foreign firms MUST enter a JV with a firm from an ECOWAS Member State (Joint venture or Consortium).
7. The Eligibility criteria, preparation of the short-list and the selection procedure shall be in accordance with the ECOWAS REVISED PROCUREMENT CODE/SEPTEMBER 2021 which is available on the ECOWAS Commission’s Website at www.ecowas.int. 8. The working languages shall be English and French. The Expression of Interest will be submitted in English or French. A translation into the other language is desirable.
