THE UNITED REPUBLIC OF TANZANIA PRIME MINISTER’S OFFICE REGIONAL ADMINISTRATION AND LOCAL GOVERNMENT DAR ES SALAAM METROPOLITAN DEVELOPMENT PROJECT - PHASE 2 (DMDP 2) IDA CREDIT NO. 7478-TZ TENDER NO. ME56/WB-DMDPII/P180298/2025/2026/C/04 FOR PROVISION OF CONSULTANCY SERVICES FOR THE REVIEW AND UPDATE OF THE LOCAL GOVERNMENT AUTHORITIES’ REVENUE ENHANCEMENT STRATEGY FOR DAR ES SALAAM CITY COUNCIL AND KINONDONI, TEMEKE, UBUNGO, AND KIGAMBONI MUNICIPAL COUNCILS UNDER DMDP 2 REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) 1. This request for expressions of interest follows the General Procurement Notice for the Dar es Salaam Metropolitan Development Project - Phase 2 (DMDP 2) that appeared in the United Nations Development Business (UNDB) online Notice No. OP00277705 of March 6, 2024. 2. The Government of the United Republic of Tanzania has received a credit from the International Development Association (IDA) towards the cost of the Dar es Salaam Metropolitan Development Project – Phase 2 (DMDP 2), implemented by the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG) in collaboration with the Dar es Salaam Local Authorities. Part of the proceeds of this financing will be applied to eligible payments under the contract for the Provision of Consultancy Services for the Review and Update of the Local Government Authorities’ Revenue Enhancement Strategy for Dar es Salaam City Council and Kinondoni, Temeke, Ubungo, and Kigamboni Municipal Councils under DMDP 2. 3. The overall objective of the assignment is to review and update the Revenue Enhancement Strategies for Dar es Salaam City Council and Kinondoni, Temeke, Ubungo, and Kigamboni Municipal Councils in order to enhance financial sustainability and improve service delivery, in alignment with the PMO-RALG Revenue Enhancement Strategy (2026/27–2030/31) and the baseline framework developed under the TACTIC RES consultancy. The updated strategies are expected to strengthen Own Source Revenue planning, forecasting, collection efficiency, coordination, supervision, and monitoring, and to provide practical operational tools for achieving revenue targets within a reasonable timeframe. 4. The specific objectives of the assignment are to: (i) Assess the performance of the existing Revenue Enhancement Strategies (RES) for the 5 LGAs in achieving objectives and identifying successes, challenges, and implementation gaps; (ii) Align the updated strategies with the PMO-RALG Revenue Enhancement Strategy (2026/27–2030/31) and the TACTIC RES baseline framework; (iii) Carry out Revenue Performance Analysis by analyzing OSR trends (2021/22–2025/26) to assess growth, collection efficiency, and compliance levels; (iv) Provide clear, structured operational frameworks on how the Municipalities can effectively devolve viable revenue collection activities to lower levels of Local Government (Ward and Mtaa levels) without causing administrative displacement; (v) Identify bottlenecks from at least five main sources in revenue administration and emerging opportunities, including new revenue streams and technology-enabled solutions; (vi) Incorporate Best Practices and Innovations by integrating proven practices from other LGAs or jurisdictions, including GIS applications, ICT solutions, and improved taxpayer engagement strategies; (vii) Strengthen Institutional and Legal Frameworks by reviewing and recommending updates to revenue by-laws and enforcement mechanisms to enhance legal clarity and effectiveness (viii) Develop Updated Revenue Enhancement Strategies by producing practical, results-oriented RES for each LGA, complete with SMART goals, actionable strategies, resource requirements, and monitoring and evaluation frameworks; (ix) Develop a Theory of Change and Results Framework by articulating a clear causal pathway from interventions to revenue growth and improved service delivery, including key assumptions and risks; and (x) Build Capacity for Sustainable Implementation through preparation and conducting training for LGA officials to ensure effective implementation and periodic updating of the RES. 5. The scope of services will include, but not be limited to: (i) Preparing an inception report with methodology, work plan, stakeholder engagement strategy, data collection tools, analytical framework, validation approach, data access protocols, and conducting an inception meeting with PMO - RALG/PCT and the 5 DLAs to mutually agree on the understanding of the assignment, validate the approach, and receive feedback on expectations; (ii) Review Existing Documentation and Alignment with Revenue Enhancement Strategy Framework (RESF) 2026/27–2030/31; (iii) Assess Revenue Performance and Conduct Diagnostic Analysis (iv) Carry out Stakeholder Consultations; (v) Develop a Comprehensive Revenue Enhancement Strategy (2026/27–2030/31) for each of the 5 DLAs; (vi) Develop and execute a Training of Trainers (ToT) Programme; and Undertake Validation and Finalization of the Assignment by presenting the draft strategies to PMO - RALG / PCT, the Council Management Teams (CMTs), the Finance and Administration Committees of the 5 DLAs, and other key stakeholders for review, input, and refinement, incorporating their comments/inputs and submit final 5-year Revenue Enhancement Strategies for each DLA to PMO-RALG/PCT and DLAs.. 6. The Permanent Secretary, PMO-RALG, now invites eligible consulting firms to indicate their interest in providing the above services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are: (a) Type of core business and at least 10 years in relevant business; (b) Relevant similar experience, which should specifically include the following: (i) Experience in similar assignments - information to be provided should include the name of the assignments, the names and full contact addresses of the clients, the contract value (in equivalent US dollars), the period (month/year) of execution of the assignments, and the role played in the assignments (Lead or JV Partner); (ii) Demonstration of experience working in similar conditions; and (c) The firm's technical and managerial capability (provide only the organizational structure, and the general qualifications, field of expertise and number of key personnel). Do not provide the CVs of the staff. Experts will not be evaluated at the shortlisting stage. Consultants may associate with other firms to enhance their qualifications, but they should indicate clearly whether the association is in the form of a Joint Venture (JV) and/or a Sub-Consultant. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of the JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the sub-consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV. Consultants shall not use the Affiliate Member's Managerial, Technical or Experience Capabilities to enhance their qualifications. 8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 9. A consulting firm will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations. 10.
