Description

This procurement seeks a consultancy to develop pilot datasets, indices, and tools to support disaster risk assessment and management in Tasmania. The successful consultancy will develop a model and indices of direct impact, physical and functional isolation for critical services from priority natural hazards, including: Develop system models and assumptions for the delivery of critical services. Develop as required vulnerability indices for utilities, road network and critical services for priority hazards. Model /graph the cascading relationships and importance between utilities and critical services (such as Emergency Services, Critical Retail, Health, Education, Housing). Network analysis of the road transport system to develop importance indices and service catchments for the roads used to access the nearest critical services to the house and the nearest regional critical service. (such as Emergency Services, Critical Retail, Health, Education, Housing). Develop tools and systems to support the analysis of the data sets created for use as a WFS/API for use in risk assessments that are able to be used in systems such as the LiST (www.list.tas.gov.au), a standalone portal (such as ESRI portal), or on desktop GIS systems. With the option to provide this capacity through a Software As A Service to end users. Develop tools and systems to support the maintenance of the data sets created for use in desktop GIS (Qgis/ ESRI), as an API too GIS desktop GIS systems. With the option to provide this capacity through a Software As A Service.
