Assignment Title: Consultancy Services for Traffic Count, Origin–Destination, Stated Preference, and Willingness-to-Pay (WTP) Survey for Proposed Toll Highway Corridors in Liberia

  1. The Government of Liberia has received financing from the World Bank toward the cost of the Southeastern Corridor Road Assets Management Project (SECRAMP) and intends to apply part of the proceeds for Consulting Services for traffic count, origin–destination, stated preference, and willingness-to-pay (WTP) surveys for proposed toll highway corridors in Liberia.
  2. The Consulting Services (“the Services”) include but are not limited to conducting surveys along proposed highway toll corridors as described in the ToR. The Ministry of Public Works through its Infrastructure Implementation Unit (IIU) reserves the right to revise, add to, or remove corridors from the proposed list before or during the assignment. The consultant is expected to propose optimal survey station locations along each corridor in the Inception Report, subject to MPW approval. The following surveys, experience, analysis and forecasting are expected to be carried out: (i) Traffic Count Survey, (ii) Origin-Destination Survey, (iii) Stated Preference Surveys and Experiments, (iv) Willingness-to-Pay Analysis, (v) Traffic Demand Forecasting, and (vi) Toll Rate Recommendations
  3. The Infrastructure Implementation Unit of the Ministry of Public Works now invites eligible Consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are a) Core Business and Years in Business, b) Technical Managerial Organization of the Firm, c) Experience in Similar Assignments, d) Experience in Similar Conditions. Key Expert will not be evaluated at the shortlisting stage.

          4. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing, Goods, Works, non-Consulting and Consulting services dated July 2016, revised November 2017, August 2018, November 2020, September 2023, and September 2025 (“Procurement Regulations for IPF Borrowers”), setting forth the World Bank’s policy on Conflict of Interest.

         5. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract, if selected.

          6. A Consultant will be selected following the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
