REQUEST FOR EXPRESSIONS OF INTEREST (NATIONAL)
For Selection of a Sr. Procurement Specialist-Local - Phase II
(Package Number: SD4A).

1. The Government of the People's Republic of Bangladesh (GoB) has received a credit/loan from the International Development Association (IDA)/Asian Infrastructure Investment Bank (AIIB) towards the cost of “Dhaka Sanitation Improvement Project”, to be implemented by Dhaka WASA and intends to apply a part of the proceeds of this credit for the services of a Sr. Procurement Specialist-Local - Phase II.
2. Scope of Services: The Scope of Services of the Sr. Procurement Specialist-Local - Phase II includes, but not limited to:
a) Update the Project Procurement Strategy Document (PPSD), if any, for the Project in consultation with the PMU and the World Bank;
b) Prepare and regularly update the procurement plan(s) of the Project and process procurement transactions through the World Bank's Systematic Tracking of Exchanges in Procurement (STEP) system;
c) Prepare/review procurement documents, e.g., bidding documents, procurement notices, request for proposal documents, bid/proposal evaluation reports, draft contracts etc. for all packages (if necessary) in accordance with the procurement procedure of the People's Republic of Bangladesh and/or the World Bank Procurement Regulations;
d) Act as a member of the bid/proposal evaluation committee and evaluate bids/proposals along with other members and prepare bid/ proposal evaluation reports, if required;
e) Monitor the progress of activities according to the Procurement Plan.
f) Prepare different types of procurement related reports of the project.
g) Assist the PMU in handling relevant procurement related complaints against the Project.
h) Actively participate in all pre-bid/pre-proposal meeting with prospective bidders.
i) Assist the PMU in all procurement related activities, if any;
j) Assist the PMU in publication of the procurement notices, if any, in different print and electronic media.
k) Prepare minutes of proceedings such as pre-proposal meeting, pre-bid meeting, bid clarification meeting etc., relating to the procurements under the Project consulting with other relevant professionals of the project, if needed.
l) Prepare and submit quarterly progress report on procurement;
m) Advise the PMU for the effective contract management of DBO and DB contracts (FIDIC Yellow/Gold Book) under DSIP.
n) Carry out any other relevant duties that may be assigned by the PMU from time to time.
2. Duration: The duration of the consultancy services is tentatively 24 (twenty-four) months, or until the expiration of the Financing and/or Loan Agreement with the IDA and/or AIIB, whichever occurs earlier.
3. Selection Procedures:
Dhaka WASA now invites the eligible Applicants to submit the Expressions of Interests (EoI) along with the detailed financial proposals for providing the services. The Interested Applicants need to provide information demonstrating that he/she has the required qualifications and relevant experience to perform the services. The selection criteria are:
Education
- Bachelor’s degree in Engineering, Procurement, Commerce, Finance, Business Administration, Law, or a related discipline from a recognized university. A Master’s degree or relevant professional certification (e.g., CIPS, MPSM, IPM) in procurement or supply chain management is highly desirable.
General Experience
- 15(fifteen) years of general experience in Public Procurement.
Specific Experience
- Minimum of 10 years of professional experience in public procurement, with substantial responsibilities in the procurement of works, goods, and services for large-scale infrastructure projects, preferably in the water and sanitation sector.
- Demonstrated experience in preparing procurement plans, bidding documents, Requests for Proposals (RFPs), and evaluation reports in accordance with national regulations and international donor agency guidelines, including the World Bank.
- Proven track record in managing procurement processes for projects involving rehabilitation, construction, and expansion of water and wastewater infrastructure, including coordination with multiple stakeholders and agencies.
- Familiarity with Bangladesh e-Government Procurement (e-GP) systems and technology-enabled procurement processes (e.g., STEP, SCADA, GIS) is an advantage.
- Experience working within Bangladesh’s legal and institutional framework for public procurement, including knowledge of the Public Procurement Act and Rules.
- Professional experience especially in administering FIDIC-based contracts (Red, Yellow and/or Gold Book).
- Experience in internationally advertised complex supply & installation/works procurements, and consulting services.
Skills and Competencies
- Strong analytical and problem-solving skills, with the ability to identify and resolve procurement-related issues efficiently.
- Excellent communication and interpersonal skills, including the ability to present, discuss, and resolve complex procurement matters with multidisciplinary teams and stakeholders.
- Proficiency in Microsoft Office Suite and relevant procurement software.
- Ability to work effectively both independently and as part of a team under tight deadlines.
- High ethical standards and demonstrated integrity in procurement practices.
- Fluency in English and Bengali (spoken and written) is required.
During the term of the contract, the Consultant shall not be associated with any other Government agency, consulting firm or private business entities. Individuals who are currently working as procurement consultants on another World Bank-financed project may also compete in this selection process, but if they are selected they will be required before signing the proposed contract to provide documentary evidence of having satisfactorily complied with their existing contract’s requirements with respect to early termination of the contract by the consultant, including advance notice period, to avoid disruption in implementation of that project.
Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.
The attention of interested Consultants is drawn to paragraphs 3.14. 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers, September 2025" ("Procurement Regulations, Seventh Edition"), setting forth the World Bank's policy on conflict of interest.
4. Detailed Terms of Reference (TOR) and other information will be available upon request from the address provided below either through email or in person. The ToR is also available in Dhaka WASA's website (www.dwasa.org.bd).
5. The consultant will be selected following the Selection of Individual Consultant (National- Open) Method of the World Bank Procurement Regulations for IPF Borrowers, July 2016, revised February 2025 & September 2025.
6. Expression of Interest needs to be submitted (either through e-mail or in person or by mail) to the following address by 16:00 hours (BST) (GMT+6) on or before 13 July 2026 (Monday). Please clearly mention "Expression of Interest (EOI) for Selection of Sr. Procurement Specialist-Local - Phase-II (Package No. SD4A)" in the e-mail's subject line or on the top of the envelope.
7. EOIs received after the last date of submission will not be considered for short-listing. The authority reserves the right to accept or reject any or all EOIs without assigning any reason, whatsoever.
