UGANDA REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES TO DEVELOP COMPREHENSIVE RURAL ELECTRIFICATION DESIGN PLANNING AND IMPLEMENTATION MANUALS Procurement Reference Number: MEMD/CONS/2024-2025/00039 The Government of Uganda represented by Ministry of Energy and Mineral Development (MEMD) has received a financing from Agence Française de Développement ("AFD"), and intends to use part of the funds thereof for payments under the following Service. The Services of the consultant shall consist of Consultancy Services to Develop Comprehensive Rural Electrification Design Planning and Implementation Manuals.
The scope of the consultant shall include: • Review existing MEMD technical manuals on design, planning, construction and project management for Power distribution networks including material and equipment specifications; • Update and develop comprehensive detailed specifications and manuals for design, planning, rehabilitation, and implementation of rural electrification initiatives and projects under the Rural Electrification Department; and • Organise benchmarking visits for nominated MEMD technical staff to reputable manufacturers of materials and equipment, as well as to power utilities of countries with successful electrification programs, ensuring a successful knowledge transfer initiative. These documents will streamline power distribution network deployment, encompassing modern technologies, sustainable practices, and sound project management principles. This initiative will integrate lessons learnt from past MEMD electrification projects and also add aspects not initially covered by existing MEMD manuals such as grid rehabilitation, power evacuation lines, sub-marine cables, grid integration of distributed generation plants, primary distribution substations, switching stations, consumer connections, smart electricity meters, off-grid solutions, micro/mini-grids, and other crucial aspects of smart and sustainable distribution networks. The assignment shall take a period of six (6) months with the estimated total input for the key experts at a minimum of eighteen (18) man-months. The Ministry of Energy and Mineral Development hereby invites Applicants to show their interest in delivering the Services described above.
This Request for Expressions of Interest is open to Consulting firms only. Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr. The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications. If the Applicant is a JV, the expression of interest shall include a copy of the JV Agreement entered into by all members or a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal, In the absence of this document, the other members will be considered as Subconsultants. Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted. The shortlisting criteria will therefore include; The Consultant shall present at least two (2) similar assignment (in nature, value and scope) to prove possession of the above competences carried out over the last seven (7) years. Determination of the similarity of the experiences will be based on: The contracts size: Minimum value of EUR 200,0000; The nature of the Services: (i) technical assistance; (ii) organization of study tours. The technical area and expertise; a) Development and/or review of manuals for procedures for design, planning and implementation of rural electrification for utilities or ministries in developing countries b) Planning and organisation of study tours in the area of power distribution and rural electrification; c) E&S: application of World Bank environmental and social safeguards standards; d) Preparation of electrification strategies and programs that integrate grid and off grid technologies in developing countries. e) Demonstrated knowledge and understanding on different business models to promote on-grid and off-grid technologies in a sustainable manner. The location: Proven experience of having executed any consulting service contract in Uganda and or other developing countries in Africa. An application that does not meet any of the above requirements will be rejected.
