Background; The Centre for Domestic Training and Development (CDTD) is a Kenyan non-governmental organization committed to advancing decent work, skills development, labour rights, and economic empowerment for vulnerable populations, particularly women, youth, migrant workers, domestic workers, refugees, survivors of trafficking, and host communities. For over two decades, CDTD has championed innovative interventions that improve livelihoods through technical skills development, advocacy, labour mobility, and market-driven employment pathways. CDTD works closely with industry, employers, development partners and government agencies to ensure that training programmes respond to labour market demand and lead to meaningful employment, entrepreneurship and economic inclusion. CDTD is implementing the Jenga Ajira Project, an 18-month youth employability initiative targeting vulnerable youth aged 18–35 years across Nairobi County and the Thika Road Economic Corridor. The project seeks to equip young people with market-driven technical and vocational skills while facilitating their transition into internships, apprenticeships, self-employment and decent work opportunities. To support evidence-based decision-making in selecting suitable training institutions, CDTD seeks to engage an experienced consultant to undertake a comprehensive market survey of accredited learning institutions and job-ready skills within Nairobi and Kiambu (Thika Road Economic Corridor) Counties in close proximity to EAIHM community. 2. Purpose of the Consultancy; To conduct a comprehensive market assessment of accredited learning institutions offering market-driven, job-ready training programmes in Nairobi and Kiambu (Thika Road Economic Corridor) Counties and provide evidence-based recommendations on institutions that best meet the quality, accreditation, employability and industry linkage requirements of the Jenga Ajira Project. The consultancy will provide CDTD with a credible, evidence-based market assessment report identifying the most suitable accredited learning institutions and job-ready training programmes in Nairobi and Kiambu (Thika Road Economic Corridor) Counties. The findings will guide strategic partnerships under the Jenga Ajira Project, ensuring selected institutions deliver quality, industry-relevant training with demonstrable pathways to certification, internships, attachments and sustainable employment for vulnerable youth. 3. Objectives of the Assignment; The consultant shall carry out: a) Institutional Mapping: Identify and profile accredited learning institutions offering technical, vocational and job-ready training programmes within Nairobi and Kiambu (Thika Road Economic Corridor) Counties. b) Training Programme Assessment; Assess and compare market-responsive training programmes offered by the institutions, courses, while considering labour market demand and future employment potential. c) Institutional Capacity Assessment: Evaluate each institution against agreed quality parameters, including: I.TVETA/ NITA registration and accreditation II.Relevant examination and certification bodies III.CBET delivery capacity IV.Quality of trainers V.Training infrastructure and equipment VI.Student support services VII.Gender responsiveness VIII.Safeguarding policies IX.Capacity to support vulnerable youth X.Graduate tracking mechanisms XI.Industry engagement d) Employability Assessment; Assess institutional capacity to: I.Secure industrial attachments II.Facilitate internships III.Coordinate apprenticeships IV.Link graduates to employment V.Support entrepreneurship pathways VI.Demonstrate graduate employment outcomes e) Training Analysis; By determining; I.Intake schedules II.Training duration III.Examination cycles IV.Certification timelines V.Graduation periods VI.Cost for each course identified f) Industry Linkages: Assess the strength of partnerships between institutions and employers, industries, companies and sector associations. 4. Scope of Work ; A. Verification and Assessment Parameters; The consultant shall verify: I.Accreditation status II.Training facilities III.Workshop equipment IV.Laboratories V.Student enrolment VI.Examination centres VII.Industry partnerships VIII.Graduate placement success rate IX.Internship opportunities X.Attachment arrangements XI.Safeguarding policy and compliance measures 5. Methodology; The consultant shall adopt a mixed-methods approach incorporating: Literature review; Institutional surveys; Key Informant Interviews (KIIs); Focus Group Discussions (FGDs), where appropriate; Observation; Verification; Documentary review; Comparative institutional analysis and Market demand analysis should be properly interrogated to suit the assignment priorities. 6.
