Oxfam in Africa (OiA) adopted its Strategy 2025 2030 under the vision "An Africa
Without Inequality," anchored in Ubuntu. The Strategy provides the overarching
strategic direction for Country Offices, the SAF Cluster, the AU Liaison Office, and
engagement with African-based Affiliates and other stakeholders. It advances OiA's
work on Just Economies, Accountable and Inclusive Governance, Climate Justice, Gender
Justice and Humanitarian Action, while aligning with the Oxfam Global Strategic
Framework (GSF) 2020 2030, Horizon II and the Confederation's transformation
agenda.
Since its adoption, both the external operating environment and OiA itself have evolved
significantly. Across Africa, protracted conflicts, humanitarian crises, climate shocks,
shrinking civic space, widening inequalities, governance challenges and declining
development and humanitarian funding have increased the need for greater strategic
focus, organizational agility and more effective prioritization of limited resources.
Internally, OiA has undergone structural and operational changes to strengthen
sustainability, collaboration and organizational effectiveness, generating important
implementation experience and lessons after approximately eighteen months of
Strategy implementation.
At the Confederation level, implementation of the Transformation Design is
commencing, while development of the next phase of the Global Strategic Framework
(Horizon III) is expected during FY2027 2028. Although both processes will shape
Oxfam's future strategic direction, they are not yet sufficiently advanced to guide
immediate strategic adjustments within OiA.
Accordingly, OiA will undertake a light, focused and evidence-informed strategic
recalibration in response to its evolving organizational context and the outcomes of its
recent change process. Rather than comprehensively redesigning the Strategy, the
review will identify the strategic adjustments needed to strengthen its relevance, focus,
feasibility and implementation within OiA's current organizational capacity and resource
realities. This recalibration is intended to address OiA's immediate strategic needs while
recognizing that a more comprehensive strategic review may be undertaken once the
Oxfam Confederation's transformation processes and Horizon III are completed.
