Global Alliance for Improved Nutrition (GAIN) - Request for Proposals Country: Rwanda GAIN is seeking a qualified individual or organisation to conduct qualitative research on the institutionalisation of the Financial Flows to Food Systems (3FS) tool in Rwanda. The study will examine how the government adopted the tool within national planning, budgeting and monitoring systems, including the enabling factors, challenges and lessons from its transition from a pilot to an annually implemented, government-led mechanism. The consultant will: Plan and coordinate 25–30 key informant interviews with government officials, technical experts and senior decision-makers.Adapt GAIN’s methodology and interview tools to Rwanda’s context.Identify respondents and manage invitations, scheduling and interview logistics.Conduct pilot and full interviews in accordance with research ethics.Transcribe, translate, clean, securely manage and quality-assure the data.Undertake thematic analysis and prepare a report on the findings and emerging themes.Submit all recordings, cleaned transcripts and supporting study materials.
