Solomon Islands Consultant for Development of Measles-Rubella Follow-Up Campaign Application Organization GAVI Alliance Posted 31 Jul 2026 Closing date 2 Aug 2026 General Information DevelopmentPeople is currently supporting the identification of a Consultant for the development of the Solomon Islands Measles-Rubella Follow-Up Campaign Application on behalf of a leading global health partnership. The Ministry of Health and Medical Services of Solomon Islands is preparing a national Measles Rubella Follow-Up Campaign as part of its immunization strategy. The campaign is expected to address immunity gaps among zero-dose, under-immunized and missed children, while strengthening routine immunization systems, particularly in remote and outer island populations. This is a remote role. The consultant should be immediately available, for up to 2 months, and be open to the possibility of a 1–2-week onsite stay in the Solomon Islands. Objective The campaign application should demonstrate a clear public health rationale, operational feasibility, equity focus, realistic costing, and alignment with the donor requirements. It should also show how campaign investments will contribute to routine immunization strengthening, demand generation, surveillance improvement, and sustainable service delivery. What are the key responsibilities of the role? The consultant will work under the leadership of the Ministry of Health and Medical Services, National EPI, and in close coordination with WHO, UNICEF and other organizational focal points, provincial health authorities and other relevant partners. Regular coordination meetings should be held to review progress, resolve bottle-necks and ensure timely completion of deliverables. They will provide technical assistance to MHMS, WHO, UNICEF and Alliance partners for the development of a high-quality MR Follow-Up Campaign application and for campaign readiness planning, including operational planning, microplanning, monitoring, supervision, implementation support and reporting. Key deliverables include: Lead the development and submission of the MR Follow-Up Campaign application, including technical narratives, equity analyses, operational strategies, and monitoring frameworks. Analyze immunization coverage, disease surveillance, epidemiological data, and campaign performance to inform planning and decision-making. Support campaign planning, including target population analysis, risk prioritization, budgeting, work planning, and resource mobilization. Strengthen national campaign coordination by supporting technical working groups, task forces, and partner collaboration. Develop and review operational plans, microplans, vaccine logistics, cold chain, waste management, and AEFI preparedness plans. Design campaign guidance materials, training resources, standard operating procedures, and monitoring tools for national and subnational implementation. Provide technical support during campaign implementation, including supervision, performance monitoring, problem-solving, and support to outreach activities in remote and hard-to-reach communities. Monitor campaign readiness and implementation through assessments, field supervision, data analysis, and rapid corrective actions. Support post-campaign monitoring, coverage assessments, evaluations, lessons learned, and technical reporting. Develop recommendations and follow-up action plans to strengthen routine immunization systems and sustain campaign achievements. Professional Skills, Competencies and Experience 8+ years demonstratable technical experience supporting immunization programmes, including Measles-Rubella (MR) campaigns, Supplementary Immunization Activities (SIAs), vaccine introduction, health systems strengthening, zero-dose programming, programme optimization, or immunization technical assistance. Proven experience developing, managing, or supporting large-scale vaccination campaigns, including campaign planning, implementation, monitoring, and evaluation. Experience preparing and/or reviewing funding applications, investment cases, grant proposals, national strategic plans, operational plans, and results frameworks, including narrative development, budgeting, costing, and monitoring frameworks. Demonstrated experience with funding applications and processes, including successful development, submission, and approval of donor-funded proposals. Strong project management skills with the ability to manage multiple workstreams, competing priorities, timelines, and deliverables in complex public health programmes. Proven ability to coordinate and collaborate effectively with Ministries of Health, WHO, UNICEF, Gavi, development partners, technical working groups, consultants, and senior government stakeholders. Experience facilitating multi-stakeholder planning, governance, and technical coordination for national or subnational health programmes. Strong analytical skills with experience interpreting immunization coverage data, disease surveillance information, epidemiological trends, and programme performance indicators to inform planning and decision-making. Excellent written communication skills with the ability to prepare high-quality technical reports, strategic documents, donor submissions, and policy or programme recommendations. Desirable experience Previous experience working in the Solomon Islands or a strong understanding of the Solomon Islands health system, government structures, and immunization programme context is highly desirable.
