BACKGROUND INFORMATION OF THE PROJECT According to the 2026 Global Terrorism Index (GTI), Indonesia ranks 24th globally with a score of 4.714, up from 30th place in the previous year. This increase indicates that the risks and impacts of terrorism remain an ongoing challenge, highlighting the need to strengthen coordinated, inclusive, and sustainable prevention, rehabilitation, and reintegration efforts. These findings also underscore that while law enforcement remains essential, it should be complemented by stronger non-security approaches that address underlying risk factors and help prevent the recurrence of violent extremism. Despite these efforts, several challenges remain in implementing rehabilitation and reintegration programs. These include the management of Indonesian citizens associated with Foreign Terrorist Fighters (FTFs), including women and children, as well as gaps in the implementation of the national deradicalization program. According to BNPT data, of the 1,591 individuals targeted to participate in the deradicalization program, only 658 were actively engaged. This gap highlights the need for more adaptive, context-specific approaches to effectively reach target groups. A field survey conducted by NP on June 12, 2025, in Jakarta revealed that while most institutions already have SOPs related to R&R, inter-agency cooperation still requires strengthening. There is a need for a comprehensive SOP that connects institutional SOPs and facilitates collaboration when one institution requires support from another. In response to these dynamics, Nurani Perdamaian Indonesia is committed to strengthening and enhancing the capacity of frontline workers through the Strengthen Rehabilitation–Reintegration Program & Improve Social Cohesion Against Violent Extremism (STRIVE) program. As part of this effort, the STRIVE program will support the development of practical guidelines for Individualized Planning and Case Management to strengthen practices in rehabilitation and reintegration. The Individualized Planning Guidelines will provide a structured approach to assessing individual needs and identifying appropriate interventions, including vocational training, education support, mental health and psychosocial services, family reconciliation, and community reintegration. In addition, the Case Management Guidelines will provide a framework for managing cases throughout the rehabilitation and reintegration process, from pre-rehabilitation to post-release and reintegration phases. It will also strengthen case coordination among relevant stakeholders, promote the principles of Do No Harm, safeguarding, and gender-sensitive approaches, and establish specialized referral pathways to ensure coordinated and effective support for returnees. OBJECTIVES The objective of this consultancy is to develop practical guidelines on Individualized Planning and Case Management and to strengthen the technical capacity of frontline workers to apply these approaches to support the rehabilitation and reintegration of individuals associated with violent extremism. CONSULTANCY FRAMEWORK The consultancy will focus on two interconnected components, Individualized Planning Guidelines and Case Management Guidelines, these activities strengthen rehabilitation and reintegration practices. Individualized Planning provides the foundation for identifying individual needs and appropriate interventions, while Case Management builds on this foundation to ensure coordinated implementation, monitoring, and continuity of support throughout the rehabilitation and reintegration process. The framework below outlines the key needs, guidelines development, training purpose, and the participants activities under each component. [see table in the full terms of reference] SCOPE OF WORK: The consultant will be responsible for: Conducting a desk review of relevant literature, policies, guidelines, and international good practices related to rehabilitation and reintegration, Individualized Planning, and Case Management. Conducting consultations and interviews with relevant stakeholders to inform the development of the guidelines documents. Developing Individualized Planning Guidelines to support structured assessment and individualized rehabilitation and reintegration planning. Developing a Case Management Guidelines to support coordinated case management throughout the rehabilitation and reintegration process. Developing training materials based on both guidelines documents for frontline workers. Facilitating capacity-building training on the application of the Individualized Planning and Case Management Guidelines. Revising and finalizing the guidelines documents and training materials based on feedback from the STRIVE team and relevant stakeholders. Specifically, the consultant will: 1. Preparation and Data Collection Hold an inception meeting with the STRIVE team to clarify the consultancy objectives, scope of work, methodology, and expected outputs. Conduct a desk review of relevant policies, technical guidelines, assessment tools, and international good practices on rehabilitation, reintegration, Individualized Planning, and Case Management. Conduct consultations with relevant stakeholders to identify current practices, challenges, and technical needs that will inform the development of the guidelines documents. 2. Development of the Individualized Planning Guidelines Develop Individualized Planning Guidelines that provide practical guidelines on conducting structured assessments and developing individualized rehabilitation and reintegration plans. Develop practical tools and templates to support assessment, intervention planning, and assessment documentation. Incorporate relevant feedback from the STRIVE team and stakeholders during the drafting process. 3. Development of the Case Management Guidelines Develop Case Management Guidelines covering the rehabilitation and reintegration process from intake to post-release reintegration. Develop practical guidelines on case planning, documentation, monitoring, referral pathways, case handover, confidentiality, information sharing, safeguarding, Do No Harm, and gender-sensitive approaches. Define coordination mechanisms and the roles and responsibilities of relevant stakeholders throughout the rehabilitation and reintegration process. 4. Capacity Building Develop training materials, facilitator notes, case studies, and practical exercises based on the finalized guidelines documents. 5. Validation and Finalization Present the draft guidelines documents and training materials to the STRIVE team and relevant stakeholders for validation. Revise and refine the guidelines documents and training materials based on feedback received. Submit the finalized Individualized Planning Guidelines, Case Management Guidelines, training package, and final consultancy report. EXPECTED OUTPUT Case Management Guidelines and Training materials (Hard and soft copy). Individualized Planning Guidelines and Training materials (Hard and soft copy) TIMELINE The assignment will last 60 working days. [see timeline table in the full terms of reference] PROFESSIONAL FEE The consultant will receive a lumpsum honorarium of IDR 55.000.000 (Fifty Five Million Rupiah) inclusive of all costs (taxes, transportation, communication, logistics, etc.). Payments will be made in accordance with deliverable milestones. GENERAL QUALIFICATIONS OF THE CONSULTANT: The consultant shall have the following qualifications: Master’s degree with a minimum of 5 years of relevant experience, or Bachelor’s degree with at least 7 years of relevant experience in PCVE. Proven experience in developing technical guidelines, SOPs, or case management frameworks. Strong communication and writing skills in Bahasa Indonesia. Commitment to completing the assignment within the given timeframe. Consultants may form their own team to complete the assignment.
