Overview Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. NP works with people affected by violence to enhance their security and dignity through Unarmed Civilian Protection (UCP). NP works to reduce and prevent violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations. Background Indonesia continues to strengthen a comprehensive approach to preventing and countering violent extremism conducive to terrorism. Beyond security measures and law enforcement, these efforts require sustainable rehabilitation and social reintegration for individuals who have previously been exposed to violent extremist ideologies. In practice, however, the reintegration process continues to face several challenges, including limited inter-agency coordination, the absence of well-established community-based support mechanisms, and the need to strengthen the capacity of local actors involved in facilitating successful reintegration. The Government of Indonesia reaffirmed its commitment through Presidential Regulation No. 8 of 2026 on the National Action Plan for Preventing and Countering Violent Extremism Conducive to Terrorism (RAN PE) 2026–2029, which emphasizes a whole of government and multi-stakeholder approach to prevention efforts. Within this framework, the Ministry of Religious Affairs plays a strategic role through the promotion of religious moderation, religious counselling services, and strengthened social cohesion, in line with Presidential Regulation No. 58 of 2023 on Strengthening Religious Moderation. Through the RECONNECT (Reintegration through Religious and Community Counsellor Empowerment & Trust-Building) Programme, Nurani Perdamaian Indonesia (NPID), in collaboration with the Ministry of Religious Affairs and cross-sector strategic partners, seeks to strengthen the role of Religious Counsellors and community actors in supporting safe, inclusive, and sustainable rehabilitation and social reintegration. The programme includes capacity building for Religious Counsellors, the development of practical guidance for community-based assistance, and the strengthening of reintegration risk monitoring mechanisms integrated within the Ministry of Religious Affairs' system. The Policy Dialogue and Stakeholder Dialogue conducted in June 2026 identified several critical gaps, including: the absence of operational guidelines and Standard Operating Procedures (SOPs) for Religious Counsellors supporting former terrorism offenders; the lack of a strong institutional mandate within the Ministry of Religious Affairs to formally assign such responsibilities; insufficient capacity of Religious Counsellors on issues related to violent extremism, deradicalisation, needs assessment, and community-based case support; rehabilitation approaches that remain largely security-oriented and need to be expanded to address social, psychological, economic, family, and community dimensions; and the absence of an integrated and sustainable economic empowerment model for former terrorism offenders. As a follow-up to the recommendations generated through these dialogue processes, it is necessary to develop a comprehensive Guideline on the Rehabilitation, Reintegration, and Empowerment of Former Terrorism Offenders, which will serve as the primary technical reference for Religious Counsellors and relevant stakeholders in implementing community-based reintegration support. To achieve this, NPID, through the RECONNECT Programme, seeks to engage an experienced Preventing and Countering Violent Extremism (PCVE) Consultant o develop the guideline using a comprehensive, participatory, and evidence-based approach. Objective To develop a practical and context-specific Guideline on the Rehabilitation, Reintegration, and Empowerment of Former Terrorism Offenders that will serve as a reference for Religious Counsellors and relevant stakeholders in supporting inclusive, sustainable, community based, and cross sectoral rehabilitation and social reintegration processes, in line with RANPE 2026–2029 and Presidential Regulation No. 58 of 2023 on Strengthening Religious Moderation. Scope of Work The Consultant will be responsible for: Conducting a desk review of relevant policies, regulations, guidelines, and good practices related to the rehabilitation, reintegration, and empowerment of former terrorism offenders, including RAN PE 2026–2029 and Presidential Regulation No. 58 of 2023. Mapping the roles, institutional mandates, and capacities of Religious Counsellors in supporting the rehabilitation and social reintegration of Individuals Exposed to Violent Extremism, including identifying institutional strengthening needs. Develop a practical guideline (Do's and Don'ts) for Religious Counsellors (Penyuluh Agama) that provides operational guidance on community based rehabilitation and social reintegration of Individuals Exposed to Violent Extremism including roles and responsibilities community engagement approaches cross sector coordination, and referral mechanisms with relevant government agencies (zakat institutions and Islamic philanthropic organisations) to support holistic reintegration, including economic empowerment. Finalising the guideline based on feedback relevant to the RECONNECT Programme team. Duration The assignment will last 30 working days. Week 1 — Initial consultation with the RECONNECT team, collection of relevant documents, preparation of the Inception Report, desk review of policies, regulations, existing guidelines, and findings from the Policy Dialogue and Stakeholder Dialogue. Deliverables: Inception Report and Desk Review Summary Week 2 — Consolidation and analysis of evidence, stakeholder inputs, and reference materials, identification of key thematic areas, institutional gaps, and operational needs for Religious Counsellors. Deliverable: Evidence and Analysis Summary Week 3 — Development of the first draft of the Guideline, including roles and responsibilities, Do's and Don'ts, referral pathways, community engagement approaches, and cross-sector coordination mechanisms. Deliverable: First Draft of the Guideline Week 4 — Presentation of the draft to the RECONNECT team and the Ministry of Religious Affairs; incorporation of comments and revisions, finalisation and submission of the Guideline. Deliverables: Meeting Report, Revised Draft, and Final Guideline Consultant Criteria A minimum of a Master's degree with at least five (5) years of relevant professional experience, or a Bachelor's degree with at least seven (7) years of relevant experience in Preventing and Countering Violent Extremism (PCVE). Demonstrated experience in developing technical guidelines, Standard Operating Procedures (SOPs), or case management frameworks, preferably related to the rehabilitation and reintegration of former terrorism offenders or deradicalisation programmes. Strong understanding of the institutional context of the Ministry of Religious Affairs, the role of Religious Counsellors, and issues related to religious moderation and social cohesion will be considered an advantage. Experienced in collaborating with ministries and government institutions. Excellent communication and report writing skills in Bahasa Indonesia. Demonstrated ability to complete assignments within agreed timelines. Individual consultants may apply independently or as part of a consulting team. Honorarium and Payment Terms The Consultant will receive a lump sum professional fee of IDR 23,000,000 (Twenty Three Million Indonesian Rupiah), inclusive of all applicable costs, including taxes, transportation, communication, logistics, and other related expenses.
