Assignment Title: Firm for Supporting implementation of Diabetes Hypertension Screening and Treatment program (DHST) and Cervical Cancer Screening and Treatment (CCST)

The Health Equity and Quality Improvement project phase 2 (H-EQIP II is building on lessons learned from H-EQIP to support the RGC in advancing UHC over a five-year period from July 2022 to December 2027 with a continued focus on improving financial protection and access to services for the poor and vulnerable, enhancing the quality and inclusiveness of health services, and strengthening the health service delivery system through planned activities from July 2022 to June 2027 with the second half of 2027 focusing on verification of performance-based conditions (PBCs) and evaluation and dissemination of lessons learned. The project is further strengthening the focus on results by expanding service delivery grants (SDGs) to finance more health programs and using an investment project financing (IPF) with PBCs. PBCs are a set of indicators, that, as part of the project’s Result Framework, aim at measuring performance against key actions and interventions. This performance-focused financing approach would promote timely achievements of PBC targets.
The Ministry of Health (MOH) is recruiting the Consulting firm for supporting implementation of Diabetes and Hypertension Screening and Treatment Program (DHST) and Cervical Cancer Screening and Treatment (CCST).
The overarching objective is to provide high-level, forward-looking technical assistance and strategic advisory support to the PMD of the MoH to strengthen institutional leadership and ownership and to improve the coverage, quality, continuity, and long-term sustainability of the DHST and CCST programs across the full continuum of care. The assignment will support PMD, PHDs and ODs to address implementation bottlenecks, improve program performance, reinforce accountability, and institutionalize effective service delivery across the entire care cascade that can be sustained and scaled nationwide.
A consulting firm will be selected in accordance with the Quality Based Selection (QBS) procedures and in a Simplified Technical Proposal (STP) format will be applied in evaluating the proposals as specified in procedures set out in the last updated version of World Bank Guidelines and in consistency with the RGC Procurement Manual (PM) for Externally Financed Project in Cambodia.
Interested consulting firm must submit their detailed documentary evidence indicating their credentials to perform the services include company profiles, core business description, description of similar assignments and experience in similar conditions, qualifications relevant to this field, brochure (if available) and other relevant information.
Interested consulting firm are requested to submit or send Expressions of Interest (EOl) by E-mail no later than July 29, 2026 at 17:00 hours (Local time) with attention to H.E. Dr. Youk Sambath, Project Director of H-EQIP 2.
