Assignment Title: Consulting services for Annual Performance Assessments

The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Uzbekistan Livable and Productive Cities Operation, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include services of Independent Verification Agent (IVA) for Annual Performance Assessment (APA) during the period of 2027-2030 in total scope of 190 person-days.

The Program Coordination Office of the Ministry of Economy and Finance of the Republic of Uzbekistan (PCO) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- independent third-party organization with demonstrated experience in at least three relevant projects and a permanent establishment of no fewer than ten full-time professionals, with expertise covering local governance, public sector planning and budgeting, public financial management and accounting, stakeholder consultation and process facilitation, as well as data validation, performance monitoring, compliance audits, and field verification.;
- track record of high standards of integrity, as reflected in ISO status and/or internal protocols regarding ethical standards, integrity and preventing corruption;
- turn-over of at least USD 350,000 equivalent as per the last available financial audit (not older than 2 years.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.
