Assignment Title: Consulting Firm Services for Strengthening Synergized Low-Carbon & Climate Resilience Development, Circular Economy, and Biodiversity Policy and Planning in Bitung City

The Government of Indonesia had received financing from the World Bank toward the cost of the Global Environment Facility Indonesia Sustainable Cities Impact Project (SCIP) and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include: (a) inventory data, profiling and scenario analysis, (b) developing strategies and action plans and (c) formulating practical guidelines to integrate low-carbon, climate-resilient, circular economy, and biodiversity. The Services are expected to start in November 2026 and be performed during a period of 8 months. The total estimated level of effort is approximately 67 technical/professional staff months. The Directorate of Environmental Affairs, Ministry of National Development Planning/National Development Planning Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Necessary:

  1. Preparing an action plan document related to environment indicators, city-wide masterplan development, spatial planning, and/or urban design in the last five years;
  2. Having experience working with Indonesian Government Officials at national and/or sub-national level in the last three years; and
  3. Experience working on the preparation and/or implementation of environmental and social policies of World Bank and/or other multilateral development banks.

 

Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms as a joint venture or a sub-consultant to enhance their qualifications. In the case of an association, the EOI must explicitly specify whether it is a Joint Venture (all members shall be jointly and severally liable for the entire assignment) or Sub-consultancy. In the case of a joint venture, the member firm appointed to represent it must be clearly identified. All the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Only the qualifications and experience of members of the joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.

A Consultant will be selected in accordance with the Consultant’s Qualifications Selection (CQS) method set out in the Procurement Regulations.
