- Background: Ministry of Livestock and Fisheries (MLF) has received funding from the World Bank towards the cost of implementing the 5-years South Sudan Resilient Livestock Sector Project (RLSP) and intends to apply part of the proceeds for consulting services. The project development objective is to enhance animal health, improve range-land management, and strengthen resilience of livestock production in selected project areas. The project will directly benefit 166,000 households in the targeted eight (8) Counties in the following five (5) States, namely: Jonglei, Warrap, Upper Nile, Central Equatoria and Western Equatoria. The project aims to lay the foundation for a climate-resilient, competitive, and gender sensitive productive livestock sector in South Sudan to enable socioeconomic and inclusive growth. The main components of the project are; (i) strengthening animal health and welfare systems, (ii) sustainable and integrated rangeland development and management for livestock production, with focus on feed and water management, (iii) technical assistance, institutional strengthening, and project management, coordination, monitoring, and communication.
- Objective: The consulting services (“the Services”) is for Monitoring and Evaluation Expert who will work within the Ministry’s Project Coordination Unit (PCU), report to the Project Manager and and be responsible for leading the Monitoring, Evaluation, Accountability and Learning (MEAL) aspects of the project to support evidence-based decision-making, adaptive management, and accountability to stakeholders. The incumbent is expected to work in synergy with other Donor funded projects being coordinated through PCU under MLF.
- Key Responsibilities: These include but are not limited to the following:
- Lead the design, implementation, and continuous improvement of the project’s M&E/MEAL system, fully aligned with the PAD, Financing Agreement, POM, and Results Framework to report on progress towards the Project Development Objectives (PDO)and results.
- Establish and operationalize a digital or semi-digital Monitoring Information System (MIS), including data collection tools, databases, and dashboards where feasible.
- Organize meetings with those responsible for M&E roles related to the Project within the Ministry and FAO to identify shared objectives, and ways to work together and support each other,
- Develop M&E capacity-building plan and support M&E capacity building , review meetings, learning workshops at national, state, and county levels as applicable.
- Lead preparation, and submission of progress reports, quarterly or otherwise on behalf of the Ministry/PCU and guide the Ministry in preparing their progress reports, including through introduction of standardized templates as appropriate,
- Guide MLF/PCU in preparation and submission of quarterly and Annual M&E reports, capturing the progress of implementation and compliance, for the Project Steering Committee, and the World Bank Task Team Leader

- Qualifications and Experience: The consultant must meet the minimum qualification and selection criteria indicated below:
- Qualification
- Holders of Master’s Degree in any of the following fields: Monitoring and Evaluation, Agricultural Economics, Statistics, Economics, Business Administration, Animal Sciences or any other related subjects from a reputable University.
- Proficiency in appropriate M&E technology e.g. familiarity with the operation and use of ICT in monitoring and evaluation.
- Possession of additional training in impact evaluations, research methodologies will be an added advantage.
- Computer literacy including Microsoft packages,
- Experience
- At least (Eight) 8 years’ work experience in the role of monitoring and evaluation with at least 5 years’ experience working in large-scale projects, preferably World Bank financed projects, Usaid, UK Aid funded projects.
- Experience working with FAO, UN agencies, or third-party implementers is an advantage.
- Demonstrated experience in food security (agriculture and livestock sectors) is an advantage.
- Demonstrated experience in development of comprehensive M&E framework and MIS for similar projects, including data collection, quality assurance and processing, analysis, and management of surveys.

- Proven ability to clearly and concisely prepare, present and discuss recommendations at senior levels and to produce deliverables such as memoranda, recommendations, requirements documents, and status reports.
- Fluency in English is essential, and knowledge of Arabic is an advantage.
- Should demonstrate a high degree of professionalism and integrity.
- Demonstrated experience in South Sudan or related fragile contexts.
- Selection Criteria: The Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016 and revised 7th Edition of September 2025 which can be found at the following website: www.worldbank.org/procurement. Individual Consultant Selection (ICS) method will be used, and the first step shall be shortlisting based on the above qualification and experience requirements. This will then be followed by oral interviews for the shortlisted candidates and will be assessed using scored criteria as: (i) Qualification – 20%, (ii) Specific experience – 50%, and (iii) Desirable skills – 30%.
- Duration of the Assignment: The initial duration of the consultancy services is Twenty-four (24) months and shall be subject to renewal annually based on the performance and availability of funds.
