  • The African Continental Free Trade Area (AfCFTA) Secretariat has received financing from the World Bank toward the cost of the Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063 and intends to apply part of the proceeds for consulting services.

 

  • The consulting services (“the Services”) is for Developing the Dispute Settlement Portal. The firm will be responsible for developing the Dispute Settlement Portal. The primary deliverable of this consultancy will be the design, development, deployment and integration of a Dispute Settlement Portal into the existing AfCFTA website, to provide secure, structured public and administrative access to the Dispute Settlement Mechanism's institutional framework, processes, legal instruments and case information.

 

  • The detailed Terms of Reference (ToR) for the assignment found at the following website: https://au-afcfta.org/bids/ (home page).

 

  • The AfCFTA Secretariat now invites eligible interested firms to indicate their interests in providing the Services. Interested firms should provide information, as stipulated in the TOR, demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultant must meet the minimum qualification and selection criteria indicated below:

 

    1. A detailed Expression of Interest (EOI) clearly indicating the firms’ core business in CT/web-portal/workflow/case-management systems, minimum 5 years' experience (per TOR Section 10), registration, and relevant certifications (ISO 27001, cloud-platform cert) where held. (20%)
    2. Evidence of consultant’s experience in similar assignments with at least three (3) similar assignments on web-based portal, application development, workflow, or case/document-management systems, preferably for government/IGO/international-organization clients with signed, verifiable client references and evidence of satisfactory completion of the same assignments. (25%)
    3. An Expression of Interest (EOI) with a brief commentary on the TOR showing understanding of the Portal's modules, integration requirements, and the cloud-hosting task. Explicitly not a technical proposal, workplan, or methodology document. (15%)
    4. Proposed study team (Project Manager, Business Process Analyst, Designer & Developer, Trainer, Infrastructure/Cloud Deployment Expert, Legal and Dispute Settlement Expert) as per the TOR requirements, their qualifications and experience in undertaking the assignment plus copies of certificates and recommendations. (40%)

 

  • The Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016 and revised 7th Edition of September 2025 which can be found at the following website: www.worldbank.org/procurement.

 

  • The duration of the consultancy services is Twelve (12) months.

 

  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

  • The Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
