- The Government of the Republic of Ghana has received a Grant from the World Bank toward the cost of the Project Preparatory Grant for the Ghana Market Access and Connectivity Project (GMACP) and intends to apply part of the proceeds for the following consulting services.
The consulting services (“the Services”) will employ advanced hydraulic and climate modelling techniques, geospatial analysis, and participatory approaches to identify climate hazards, assess vulnerabilities, and develop adaptation strategies for approximately 1,050 km of feeder and farm access roads. The Consulting Firm is expected to:
- conduct a Climate Risk Assessment & Modelling for GMACP road corridors and provide technical inputs to ensure climate resilience is embedded in the Feasibility Study and Detailed Engineering design for the project.
- develop a comprehensive Climate Adaptation and Resilience Strategy for GMACP implementation.
- deliver evidence-based climate projections, risk maps, design parameters, and practical adaptation measures to ensure GMACP infrastructure is resilient to current and future climate conditions.
- enhance DFR's institutional capacity in climate-resilient infrastructure planning and design.
The estimated level of effort (professional staff-months) for Key Staff is 27 staff-months.
The implementation period for the assignment is expected to be 32 weeks from the commencement of the Assignment. The detailed Terms of Reference (TOR) for the assignment can be obtained by sending an official request to the email addresses given below.
The Ministry of Roads and Highways (MRH) acting through the Department of Feeder Roads now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, the Seventh (7th) Edition, September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
2. Eligibility Requirement for the Assignment
The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following shortlisting criteria:
(a) Minimum Mandatory Requirements (pass/fail):
- Core business in climate change assessment, transport sector development planning, policy analysis and Engineering related Services.
- Ten (10) years in Business.
- Evidence of experience in completed similar assignments in Ghana or in similar geographic, climatological, social conditions within the last 10 years.

3. Submission of Expression of Interest (EOI)
Interested firms must organize their Expression of Interest in the following order:
Chapter 1;
i) Company Profile,
ii) Legal Status (Certificate of Incorporation),
iii) Letter of intent of Association, if necessary,
iv) Organizational chart, a list of Board of Directors (indicate technical and managerial capability of the firm), and beneficial ownership.
Chapter 2;
- Experience of at least two (2) completed similar assignments in Ghana or in similar geographic, climatological, social conditions within the last 10 years.
- A summary of experience in stakeholder engagement and consultation workshops.
- Experience in the fields of hydrological monitoring, meteorology, climate change and variability modeling, urban floods, disaster risk management policies, urban mobility, transport engineering, and other related areas.
Chapter 3;
- Experience in World Bank or other Donor funded projects
