The Ministry of Education and Research (MER) of the Republic of Moldova has received financing from the World Bank toward the cost of the Education Quality Improvement Project (EQIP) and intends to apply part of the proceeds for consulting services.

Within the EQIP project, rehabilitation and modernization works will be implemented in selected high schools across the Republic of Moldova, which are expected to become examples of excellence in education quality and in the development of modern, safe, inclusive and energy-efficient learning environments.

The National Office for Regional and Local Development (NORLD) is responsible for the implementation of educational infrastructure activities under the EQIP project.

The consulting services (“the Services”) include the preparation of detailed design and cost estimate documentation for rehabilitation, energy efficiency and modernization works at the following institutions:

  • “Alecsandr Pukin” High School, Ungheni;
  • “Olimp” High School, Sîngerei;
  • “Mihai Eminescu” High School, Leova;
  • “Mihai Eminescu” High School, Edine.

The Services include, among others:

  • assessment of the existing technical condition of buildings and related infrastructure;
  • preparation of detailed technical design documentation;
  • preparation of cost estimate documentation;
  • preparation of technical specifications;
  • integration of energy efficiency solutions;
  • preparation of all related documentation required for implementation of rehabilitation and modernization works in compliance with applicable national legislation, technical standards, the model school concept and the environmental and social requirements applicable to World Bank-financed projects.

All clarifications and any updates related to the procedure will be communicated in writing to all firms that have requested the documentation.

The National Office for Regional and Local Development (NORLD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Expressions of Interest should include sufficient information to allow the assessment of the Consultant’s qualifications and experience against the shortlisting criteria indicated below. The submitted information should include, but is not limited to:

  • a brief profile of the Consultant, including general information on the firm, its main areas of activity and expertise;
  • description of relevant assignments completed during the last ten (10) years, including information relevant to the shortlisting criteria below, such as the scope of services performed, client, country/location, implementation period and contract value (where available);
  • information demonstrating the Consultant’s technical and organizational capacity relevant to the assignment;
  • contact details of the Consultant.

Key Experts’ CVs are not required and will not be evaluated at the shortlisting stage.

The shortlist will contain up to six firms.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
