1. The Government of the Republic of Ghana has received a Grant from the World Bank toward the cost of the Project Preparatory activities for the Ghana Market Access and Connectivity Project (GMACP), and intends to apply part of the proceeds for the following consulting services.

 

The primary objective of this assignment is to procure a Consultant to prepare and deliver separate cluster-wide ESIA/ESMP and RAP instruments for Cluster 1 and Cluster 3 reflecting the distinct Environmental and Social (E&S) screening status, risk profile and delivery sequencing of each cluster.

 

2. The Consulting Services (“the Services”) include the following among others:

i) Define the scope of the ESIA and RAP studies covering all roads in the validated road list for the relevant cluster (Clusters 1 and 3) through scoping and stakeholder engagement, informed by the applicable E&S screening findings.

ii) Establish baseline environmental, social, and livelihood conditions and assess applicable legal and institutional requirements.

iii) Prepare a cluster-wide ESIA/ESMP and a cluster-wide RAP for Cluster 1 and 3, each supported by road-specific and district-specific annexes, schedules, maps, mitigation measures and implementation arrangements, in accordance with the outcome of the E&S screening and scoping process for the relevant cluster and in alignment with national requirements and the World Bank ESF.

iv) Provide practical measures for mitigation, compensation, livelihood restoration, implementation, monitoring, and integration into project design and execution.

v) Establish an inventory for all assets to be affected and determine the replacement cost in accordance with applicable requirements.

 

The estimated level of effort (professional staff-months) for Key Staff is 19.20 Person-months.

The implementation period for the assignment is expected to be Twenty (20) weeks from the commencement of the Assignment. The detailed Terms of Reference (TOR) for the assignment can be obtained by sending an official request to the email addresses given below.

3. Eligibility Requirement for the Assignment

The Ministry of Roads and Highways (MRH), acting through the Department of Feeder Roads, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following shortlisting criteria:

(a) Minimum Mandatory Requirements (pass/fail):

  1. Core business in preparation and/or implementation of ESIAs, ESMPs, and RAPs/ARAPs, and related environmental and social instruments for road infrastructure projects or major civil works.
  2. Minimum of Ten (10) years in Business.
  3. Evidence of experience in completed similar assignments (preparation of ESIAs/ESMPs and RAPs or ARAPs for road or similar infrastructure projects) in Ghana or in Africa within the last ten (10) years.

 Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, the Seventh (7th) Edition, September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The Joint Venture/Sub-consultancy agreement or letter of intent to form a joint venture/a sub-consultancy association signed by every participating member shall be submitted with the Expression of Interest (EOI).

 

4. Submission of Expression of Interest

Interested firms must organize their Expression of Interest in the following order:

Chapter 1

  1. Company Profile
  2. Legal Status (Certificate of Incorporation)
  3. Letter of intent of Association or Joint Venture Agreement for existing Joint Venture Agreement
  4. Organizational chart, a list of Board of Directors, and beneficial ownership.
  5. Technical and managerial capability of the firm.

 

Chapter 2

  1. Evidence of experience in at least three (3) completed similar assignments each (preparation of three (3) ESIAs/ESMPs and three (3) RAPs or ARAPs for road or similar infrastructure projects) in Ghana or in Africa within the last ten (10) years.
  2. Evidence of experience in conducting stakeholder engagement, socio-economic surveys, asset inventories, and valuation coordination for resettlement planning.

Chapter 3

  1. Experience in World Bank-funded or other donor-funded assignments.
  2. Experience in managing multiple teams to deliver assignments within timelines, including geographically dispersed or multi-package assignments.
  3. Assignments in Ghanaian environmental, social, land acquisition, compensation and institutional frameworks relevant to road infrastructure.
