SELECTION OF CONSULTING FIRMS BY IFC REQUEST FOR EXPRESSION OF INTEREST (EOI) Electronic Submissions through WBGeProcure RFx Now ASSIGNMENT OVERVIEW Assignment Title: Consulting Services for the Design and Implementation of the Electric Bus Program for Metro Cali Assignment Countries: Colombia ASSIGNMENT DESCRIPTION IFC invites qualified consulting firms or consortia to submit proposals to provide specialized advisory services in support of the design and implementation of Cali’s electric bus transition program. The assignment will support IFC, Metro Cali S.A. and the Municipality of Cali in preparing the next phases of fleet renewal and electrification under the city’s new unbundled operating model, in which Metro Cali will own the bus assets and private operators will be responsible for operation and maintenance. The selected firm will be expected to provide multidisciplinary technical, institutional, financial, and contractual advisory support. This will include defining procurement-ready specifications for electric buses and charging infrastructure; assessing depot, charging, and grid readiness; developing total cost of ownership and financial analyses; strengthening Metro Cali’s institutional capacity to own and manage electric bus assets; and preparing commercial and contractual frameworks with OEMs, charging infrastructure providers, and bus operators. Firms should demonstrate relevant experience in electric bus systems, urban transport operations, charging infrastructure, institutional capacity building, financial modeling, and contractual structuring. Proposals should present a clear methodology, team composition, work plan, and budget to deliver the assignment across three workstreams: (i) roadmap, schedule, and technical evaluation; (ii) institutional and capacity development; and (iii) commercial and contractual frameworks. Key outputs will include an inception report, technical and infrastructure assessment, financial analysis and TCO model, institutional capacity and training plan, contractual assessment and templates, and a final consolidated report. SUBMISSION REQUIREMENTS The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase. Expressions of Interest should be submitted, in English, electronically through WBGeProcure RFx Now NOTES Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
