ASSIGNMENT DESCRIPTION
The Sahel faces persistent challenges in small- and
medium-scale irrigation — less than 5% of arable land is irrigated across most
Sahelian countries. This 12-month integrated consultancy, under the PARIIS
Capitalization and DREVE (MPA) Preparation initiative, covers three tasks: (i)
develop a harmonized Operational Guide for Sahel irrigation — Type 1
(community-managed schemes), Type 2 (partial private ownership), and Type 3
(full private ownership) — including design standards, O&M protocols, cost
recovery models, and CAPEX/OPEX frameworks, co-developed with CILSS; (ii) map
donor and partner investments in Sahel irrigation across Burkina Faso, Chad,
Mali, Mauritania, Niger, and Senegal (2010–2025, outlook to 2035) to serve as a
key input to the June 2026 Accra private sector roundtable; and (iii) provide
ad-hoc technical review of engineering designs and bidding documents, and
advisory support to the DREVE MPA Program irrigation component in Burkina Faso,
Mauritania, and Guinea. Primary working language: French.

ELIGIBILITY
Eligibility restrictions apply:
The assignment requires a consulting team with a
demonstrated combination of technical irrigation expertise, analytical
capacity, and familiarity with the Sahelian development context.
The following qualifications are expected:
Technical Expertise
Advanced
degree (master’s level or above) in irrigation engineering,
agricultural water management, civil engineering, or a closely related
field.
Minimum
of fifteen years of professional experience in the design,
implementation, commissioning, and/or operation and maintenance of small-
and medium-scale irrigation infrastructure,
with demonstrated experience in Sub-Saharan Africa and
preferably in the Sahel region.
Solid
understanding of irrigation typologies relevant to the Sahel
(community-managed, partial or full private ownership),
including technical standards, cost recovery mechanisms, and O&M
governance arrangements.
Familiarity
with PARIIS documentation, the Sahel Irrigation Strategy, and/or the DREVE
program is a strong asset.
Analytical and Research Capacity
Demonstrated
experience in producing operational guides, technical reference
frameworks, or sector assessments for international development programs.
Experience
in donor mapping, development finance analysis, or aid coordination in the
water or agriculture sectors, including familiarity with OECD DAC/CRS data
and major donor reporting systems.
Ability
to synthesize complex technical and institutional information into clear,
actionable outputs for diverse audiences (government counterparts,
development partners, private sector).
Communication and Language
Excellent
written and oral communication skills in French, which is the primary
working language of the assignment. Working proficiency in
English is required for coordination with the World Bank team
and for desk-based research.
Proven
ability to produce high-quality written analytical products and visual
presentations (reports, briefs, PowerPoint decks).
Institutional and Coordination Experience
Experience
working with or alongside regional institutions such as CILSS, ECOWAS, or
basin organizations in West Africa is an asset.
Demonstrated
ability to manage multi-stakeholder assignments with participatory and
iterative processes, including validation workshops and co-development
with government and regional counterparts.
