La consultoría dará continuidad a la asistencia técnica realizada por la OIT en 2025, que permitió analizar la situación normativa e institucional de la formación dual, formular recomendaciones y proponer una hoja de ruta para avanzar hacia un modelo nacional articulado, progresivo y sostenible, inspirado en la Recomendación núm. 208 de la OIT sobre aprendizajes de calidad. El trabajo incluirá la revisión de antecedentes, un diagnóstico sintético actualizado, el diseño metodológico del proceso participativo y la formulación de una Estrategia Nacional con visión, objetivos, líneas estratégicas, mecanismos de gobernanza, hoja de ruta, vinculación con empresas, rol de tutores, indicadores y sistema de monitoreo y evaluación. El resultado esperado será una propuesta final de Estrategia Nacional de Formación Dual 2026–2030 validada tripartitamente, con matriz de implementación y recomendaciones para su adopción institucional, en coordinación con una asistencia técnica complementaria orientada al diseño de instrumentos jurídicos para consolidar la formación dual en Paraguay.
