Objetivo de la contrataciónDesarrollar una norma técnica con sus respectivos instrumentos técnicos - operativos para la implementación de un servicio especializado orientado a la atención de niños, niñas y adolescentes en riesgo o desvinculados de procesos de reclutamiento forzado por parte de grupos de delincuencia organizada (GDOs), con el fin de responder a sus necesidades y particularidades para su protección integral.AlcanceEste proceso tiene como finalidad desarrollar los parámetros técnicos, metodológicos, operativos y presupuestarios para el servicio especializado de atención para niños, niñas, adolescentes en riesgo o desvinculados de grupos de delincuencia organizada, para su implementación como parte de la Política Pública de la Subsecretaría de Protección Especial del Ministerio de Trabajo y Desarrollo Humano.La Norma Técnica incluirá:Estándares técnicos de atención de calidad: roles y responsabilidades de los funcionarios técnicos, administrativos y de seguridad que serán parte del servicio de atención.Instrumentos técnicos de la norma: manual de procedimientos, fichas técnicas de registro, seguimiento, reporte, derivación, ficha de costos.Incorporación de los enfoques: derechos humanos, intergeneracionales, género, intercultural y de seguridad.Mecanismos de articulación intersectorial con los actores del Sistema de Protección Integral a nivel local y nivel nacional.Población objetivo: niños, niñas, adolescentes que estén en riesgo, o desvinculados de grupos de delincuencia organizada.
