El Ministerio de Salud Pública (MSP) ha recibido financiamiento del Banco Mundial para cubrir el costo del Proyecto Red de Protección Social, y tiene la intención de aplicar parte de los fondos a la contratación de estos servicios de consultoría.
Los servicios de consultoría ("los Servicios") consisten en la ADECUACIÓN DE LA ASESORÍA MATERNO INFANTIL EN LOS ESTABLECIMIENTOS DE SALUD DE PRIMER NIVEL DE ATENCIÓN DEL MINISTERIO DE SALUD PÚBLICA CON PERTINENCIA CULTURAL.
Los Términos de Referencia (TdR) para esta fase de Adquisición se adjuntan a esta solicitud de expresiones de interés.
El MSP invita a las firmas consultoras elegibles ("Consultores") a indicar su interés en proporcionar los Servicios. Las firmas consultoras interesadas deben proporcionar información que demuestre que tienen las calificaciones requeridas y la experiencia relevante para prestar los Servicios.

EXPERIENCIA | Al menos tres (3) años de experiencia en trabajos de vinculación, procesos participativos y/o capacitación vinculados a madres gestantes o niños, desarrollados en los últimos 10 años. Además del listado de las experiencias, se deberá presentar certificados, actas entrega recepción, contratos u otros documentos que contengan al menos la siguiente información: fecha de inicio y fin de los trabajos, alcance de los trabajos, organización contratante y su información de contacto. |
Se conformará la lista corta con mínimo cinco y máximo ocho firmas consultoras.
Se llama la atención de los interesados sobre la Sección III, párrafos 3.14, 3.16 y 3.17 de las “Regulaciones de Adquisiciones para Prestatarios para PFI” del Banco Mundial, julio de 2016, revisada en noviembre de 2017 y agosto de 2018 (“Regulaciones de Adquisiciones”), que establece la política del Banco Mundial sobre conflictos de intereses.
Los consultores pueden asociarse con otras firmas para mejorar sus calificaciones, pero deben indicar claramente si la asociación tiene la forma de una asociación, asociación en participación, consorcio o asociación (Joint Venture) APCA y/o una subconsultoría. En el caso de una APCA, todos los socios de la empresa conjunta serán solidariamente responsables de todo el contrato, si son seleccionados.
La selección de la firma consultora se realizará aplicando el método Selección Basada en Calidad y Costo de acuerdo con los parámetros que se establecerán específicamente en la Solicitud de Propuestas.
