1. The Government of Mozambique has received financing from the World Bank toward the cost of the Northern Mozambique Urban Development Project, and intends to apply part of the proceeds toward payments under the contract for Contracting of land regularization services and placement of topographic landmarks in the provinces of Nampula and Cabo delgado

2. The Housing Development Fund, FP (FFH, FP) now invites sealed Bids from eligible Bidders for Contracting of land regularization services and placement of topographic landmarks in the provinces of Nampula and Cabo Delgado.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” dated September 2025 (“Procurement Regulations”) and is open to all eligible Bidders (or only to prequalified Bidders as the case may be) as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents.

5. Interested eligible Bidders may obtain further information from Fundo para o Fomento de Habitação, FP, Att: Procurement Specialist, E-mail: aquisições@pdunm.co.mz and inspect the bidding document during office hours 0800 to 1500 hours at the address given below.

6. The bidding document in English may be requested by email by interested eligible Bidders . The document will be sent by electronic mail.

7. Bids must be delivered to the address below on or before 21 Julho 2026, 10:00 hours. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 21 Julho 2026, 10:30 hours.

8. All Bids must be accompanied by a “Bid Security” of MZN 3,000,000 (three million meticais).

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
