Original language: PortugueseContratação de empresa especializada para prestação de serviço de seguro patrimonial do imóvel público onde está instalada a Câmara Municipal de Ipiranga/PR, incluindo edificação, instalações, móveis, equipamentos e demais bens patrimoniais, com vigência de 365 (trezentos e sessenta e cinco) dias, conforme coberturas e LMI descritos neste Termo de Referência.
2.1 A presente contratação justifica-se pela necessidade de resguardar o patrimônio público municipal, especificamente o imóvel onde funciona a sede do Poder Legislativo Municipal, bem como suas instalações, móveis, equipamentos e demais bens nele existentes, contra os riscos de incêndio, explosão, fenômenos da natureza, danos elétricos, furto/roubo qualificado e demais eventos previstos nas coberturas contratadas.
2.2 A ausência de cobertura securitária expõe a Administração a significativo risco financeiro, uma vez que eventual sinistro de grandes proporções (incêndio, desabamento, fenômeno climático severo, dentre outros) poderia acarretar prejuízo patrimonial de valor muito superior ao custo do prêmio anual do seguro, comprometendo a continuidade das atividades legislativas e a disponibilidade orçamentária do órgão.
2.3 A contratação de seguro patrimonial para bens públicos é prática usual e recomendada na Administração Pública, em observância aos princípios da economicidade, da eficiência e da boa gestão dos recursos públicos, transferindo à seguradora o risco financeiro decorrente de eventos danosos de baixa previsibilidade e alto impacto.
2.4 Ademais, a contratação do seguro assegura a manutenção das atividades essenciais do Poder Legislativo Municipal, na medida em que prevê, inclusive, cobertura de despesas extraordinárias para locação temporária de espaço alternativo, caso o imóvel sede se torne inabitável em razão de sinistro coberto.
2.5 Desta forma, a presente contratação mostra-se essencial e plenamente justificada, estando alinhada às finalidades institucionais e ao dever de boa gestão patrimonial da Câmara Municipal de Ipiranga.
