Contracting a specialized company or professional for the provision of technical real estate appraisal services, aiming at the preparation of market value appraisals of urban properties, according to the procedures established by ABNT NBR 14.653 - Property Appraisal, including the issuance of the respective Technical Responsibility Annotation - ART or Technical Responsibility Registration - RRT. The contracting includes the preparation of 03 (three) real estate appraisal reports, referring to the following properties used by the Municipality of Céu Azul for the provision of essential public services: Municipal Physiotherapy Clinic; Central UBS - Central Basic Health Unit Dr. Carlos Alberto de Paula Fialho; APMI - Association for the Protection of Motherhood and Childhood. The reports aim to determine the market value of the properties, an indispensable requirement for the instruction of administrative processes for the donation of properties belonging to the State of Paraná to the Municipality of Céu Azul.

This contracting arises from the need to meet the requirements established by the Department of Property of the State of Paraná, within the scope of administrative processes concerning property transfer, through donation, of state properties currently used by the Municipality of Céu Azul for the operation of public facilities.
As stated in the state administrative protocols, the properties subject to the donation request are currently used for the operation of municipal public services in the areas of health and social assistance, including the Central Basic Health Unit, the Municipal Physiotherapy Clinic, and the headquarters of the Association for the Protection of Motherhood and Childhood - APMI.
These public facilities play a fundamental role in serving the population, being responsible for essential services such as medical consultations, physiotherapy services, preventive health actions, prenatal care, child care, and social assistance to families in vulnerable situations.
However, despite being used by the Municipality for decades, the properties remain registered in the name of the State of Paraná, a situation that has generated administrative and operational limitations for municipal management.
The lack of municipal ownership prevents or hinders, for example, the execution of renovation, expansion, or modernization works on the buildings; the capture of state and federal public funds intended for the improvement of the units; the celebration of agreements and contracts related to the infrastructure of the units; the regularization of the properties used by the Municipality.
This situation has been pointed out as a limiting factor for the development of structural improvements in the units, compromising the possibility of expanding and modernizing the spaces used for public service.
Given this scenario, the Municipality has formalized a request to the State Government of Paraná for the donation of the aforementioned properties, replacing the previously adopted practice of use cession, with the objective of promoting the property regularization of the areas and ensuring legal certainty for the use of public assets.
In the administrative protocols established at the state level, the Municipality was requested to submit complementary documentation necessary for the analysis of the feasibility of property transfer, including, among other documents, the monetary appraisal of the properties.
According to the statement from the State Department of Property, the appraisal must be prepared in accordance with ABNT NBR 14.653, by a qualified professional duly registered with the respective professional council, with the issuance of the corresponding ART or RRT, and the report is valid for a maximum period of twelve months.
In this context, the preparation of the real estate appraisal report constitutes a mandatory document for the continuation of the property donation process, being a necessary condition for the technical and legal analysis of the property transfer by the State.
