2.1. A contratação de empresa especializada para a execução de serviços de manutenção corretiva no poço artesiano localizado no Bairro Ponte Alta, decorre da necessidade urgente de restabelecimento do abastecimento de água potável às famílias atendidas pelo referido sistema e também para o abastecimento da unidade básica de saúde do Bairro. A bomba hidráulica instalada no poço queimou repentinamente, interrompendo totalmente o fluxo de água e deixando a população local sem acesso regular ao recurso hídrico essencial.
2.2. O abastecimento de água constitui serviço público essencial, indispensável à saúde, higiene, preparo de alimentos e demais atividades de subsistência da comunidade. A paralisação do sistema por falha mecânica configura risco imediato ao bem-estar social, além de potencializar problemas sanitários e de saúde pública, especialmente em áreas com dependência integral de poços artesianos, como ocorre nos arredores da Unidade Básica de Saúde do Bairro Ponte Alta.
