2.1. A presente contratação tem por finalidade atender à necessidade do Município de Espírito Santo do Dourado/MG de dispor de serviço contínuo de rastreamento e monitoramento veicular, com fornecimento de equipamentos em comodato, destinado aos veículos utilizados no transporte de pacientes, incluindo ambulâncias e demais veículos vinculados às atividades da Secretaria Municipal de Saúde.
2.2. Os veículos abrangidos pela contratação são empregados em atividades sensíveis e essenciais à população, especialmente no deslocamento de pacientes para atendimentos, consultas, exames, tratamentos, transferências e demais demandas relacionadas à saúde pública municipal. Por essa razão, é indispensável que a Administração disponha de mecanismos que permitam acompanhar, em tempo real, a localização, os trajetos e a utilização dos veículos, assegurando maior controle operacional, segurança, eficiência e transparência na gestão da frota.
2.3. A contratação do serviço de rastreamento e monitoramento veicular permitirá à Administração acompanhar a movimentação dos veículos, verificar rotas percorridas, consultar histórico de deslocamentos, definir cercas virtuais, receber alertas e notificações, controlar pontos de interesse e adotar medidas rápidas em caso de ocorrências, desvios de rota, perda de sinal, necessidade de bloqueio remoto ou outras situações que possam comprometer a adequada prestação dos serviços públicos.
