CONTRACTING OF A COMPANY TO CONDUCT A PUBLIC SELECTION PROCESS FOR HIRING AT THE MUNICIPAL CHAMBER OF JACUTINGA Brief description of the request: REQUEST FOR CONTRACTING A SPECIALIZED COMPANY TO DEVELOP A PUBLIC SELECTION PROCESS FOR THE MUNICIPAL CHAMBER OF JACUTINGA. Expected completion date for the contracting process: by 10/15/2026 Description of the object: Contracting of an institution for the provision of specialized professional technical services for the planning, organization, execution, and realization of a public selection process, in all its procedural stages, for positions and roles with educational levels from elementary school to high school/technical, for filling available positions at the time of contracting, plus those that may be created, made available, or become vacant during the contractual term of the Municipal Prefecture, which may be carried out in stages according to need, as per requirements and other specifications. Considering that the Constitution of the Republic in Chapter VII, regarding Public Administration, provides that investment in a public position or employment depends on prior approval in a public selection process of tests or tests and titles, according to the nature and complexity of the position or employment, in the form provided by law, with the exception of appointments to positions of trust declared by law as free appointment and dismissal (CF, art. 37, II). Considering that occasional, emergency services, and those established by their own regulations must be subject to public selection processes. In addition to providing equal opportunities for everyone to compete for positions or jobs in direct or indirect Public Administration, it serves, at the same time, the principles of legality, equality, impersonality, efficiency, and, above all, morality. By considering it imperative to keep this path intact, and also, to ensure efficiency and quality in the hiring of civil servants and select the candidates who present themselves as best prepared according to the criteria established by the Administration, the Municipality proposes the realization of Public Selection Processes for filling vacant positions and roles that specifically require it, the Contracting of a specialized institution. We note the need for personnel admission, whether on a permanent, exceptional, or occasional basis. Therefore, it will be necessary to contract an institution specialized in Public Selection Processes for the planning and execution of Public Selection Processes for the Municipality, to fill the existing vacancies and those that arise during the contract's validity, to continue offering good service to the population and to control and oversee the activities of this administration. Necessity of contracting / Justification for choosing the Modality: The main reason would be the contracting of a specialized company to conduct a public selection process in accordance with the guidance of the State Court of Accounts of Minas Gerais and seeking to guarantee the principles of efficiency and effectiveness and meet the public interest, proof of technical capacity for Public Selection Processes and/or similar selection processes carried out by the Institution was included among the requirements presented in the TR, detailing the characteristics and specificities of the Public Selection Process and the number of registered candidates.
