Original language: PortugueseContratação de empresa/Instituição de Ensino, para prestação de serviços especializados quanto ao planejamento, organização e realização de Concurso Público de Provas Objetiva e Discursiva para seleção de candidatos para provimento de vaga em cargo de natureza permanente (estatutário), com exigência de nível médio, para atender as necessidades da Câmara Municipal de Loanda, com base no art. 75, inciso XV, da Lei nº 14.133/2021.
A Câmara Municipal de Loanda justifica a necessidade da realização de concurso público para preenchimento do cargo efetivo em comento, em virtude que o funcionário ocupante da vaga de Oficial Legislativo se aposentou em fevereiro de 2026, após implementar os requisitos legais.
O inciso II do art. 37 da Constituição da República estabelece que a investidura em cargo ou emprego público depende de aprovação prévia em concurso público de provas, ou provas e títulos, de acordo com a natureza e complexidade do cargo ou emprego e na forma prevista em lei.
Diante disso, considerando a complexidade e a especificidade das etapas que envolvem a elaboração de edital, recebimento de inscrições, aplicação e correção de provas, além da necessidade de garantir lisura, transparência e eficiência em todo o processo, torna-se imprescindível a contratação de empresa especializada na organização e execução do Concurso Público.
A contratação visa assegurar que os procedimentos ocorram de forma célere, segura e conforme as normas legais, contribuindo para o pronto atendimento do interesse público.
Dessa forma, considerando que não há concurso vigente para o cargo em estudo, bem como a vacância da vaga, já que o funcionário até então ocupante aposentou-se, se justifica a contratação de instituição para a realização de novo concurso público do Poder Legislativo Municipal de Loanda.
