O certame, independentemente do valor do serviço, deverá ser destinado à ampla concorrência, nos termos do art. 3º, §4º, inciso VIII, da Lei Complementar nº 123/2006.
Em caso de discordância existente entre as especificações deste objeto descritas no SIASG/Compras.gov e as especificações e descrições constantes no Termo de Referência, prevalecerão as do Termo de Referência e seus anexos.
Caberá ao proponente acompanhar as operações, ficando responsável pelo ônus decorrente da perda do negócio diante da inobservância de quaisquer mensagens emitidas pela Administração ou de sua desconexão.
