Original language: PortugueseContratação de prestação de serviço de capacitação, mediante inscrição de 06 (seis) servidores da Secretaria Municipal de Gestão de Pessoas em curso on-line ao vivo sobre Gestão de Afastamentos Previdenciários, com carga horária de 9 horas, voltado ao aperfeiçoamento técnico das rotinas relacionadas a afastamentos de empregados públicos vinculados ao Regime Geral de Previdência Social — RGPS, benefícios por incapacidade, atestados, acidente de trabalho, perícias previdenciárias, estabilidade, retorno ao trabalho e limbo previdenciário-trabalhista.
A contratação justifica-se pela necessidade de capacitação específica de servidores da Secretaria Municipal de Gestão de Pessoas que atuam, apoiam ou possuem interface com rotinas de gestão de afastamentos previdenciários, acompanhamento funcional, orientação aos empregados públicos e procedimentos administrativos vinculados ao Departamento de Desenvolvimento e Qualidade de Vida.
A matéria possui elevada relevância administrativa, pois envolve empregados públicos celetistas vinculados ao RGPS e impacta diretamente o controle funcional, a folha de pagamento, a análise de atestados, a orientação aos trabalhadores, a interlocução com chefias, a interface com o SESMT e o correto encaminhamento de situações relacionadas a benefícios por incapacidade, acidente de trabalho, perícias, retorno ao trabalho e limbo previdenciário-trabalhista.
Conforme levantamento interno, a Prefeitura conta atualmente com 169 servidores afastados por motivo de saúde perante o INSS, dos quais 61 encontram-se em situação de incapacidade permanente e 1 em incapacidade permanente acidentária, o que evidencia a materialidade do tema e a necessidade de aperfeiçoamento dos fluxos internos.
A capacitação permitirá a atualização técnica da equipe, a padronização de procedimentos, a multiplicação interna do conhecimento adquirido, a redução de falhas operacionais e a prevenção de riscos administrativos, trabalhistas e previdenciários, contribuindo para a melhoria da atuação institucional da área de Gestão de Pessoas.
