This demand is justified by the need to improve the internal phase of public procurement within the Municipality of Diamante do Norte, especially considering the requirements introduced by Law No. 14.133/2021, which imposed greater technical rigor, detailed planning, and the obligation to produce interdependent documents, with a high degree of coherence and substantiation. Recent administrative experience has shown that manual management of these procedures has proven insufficient to meet the standards required by current legislation, leading to rework, documentary inconsistencies, increased processing time, and, in certain situations, the invalidation of procedural acts due to flaws that compromise the regularity of the procurement. This scenario highlights not only operational inefficiency but also an increased legal risk, with potential repercussions on the accountability of public agents. Although generic tools have been used to support document preparation, it has been observed that such solutions do not adequately meet institutional needs, as they are not specifically designed for the reality of public procurement, do not ensure standardization, nor guarantee logical integration between the documents required in the preparatory phase, demanding a high degree of technical knowledge from the user and not eliminating the risk of structural flaws. On the other hand, during the testing period of the LICITAPRO technological solution (Portfolio Attached), which was trained and specialized in public procurement and made available free of charge for validation and testing purposes, it was possible to concretely observe significant gains in the organization of workflows, document standardization, reduction of rework, and increase in the legal security of procedures, demonstrating the tool's adherence to the Municipality's administrative needs. In this context, the present demand is based on the need to adopt a technological solution that allows for the efficient structuring of the internal phase of procurement, with automated and integrated document generation, process flow control, information traceability, and mitigation of operational and legal risks, in accordance with legal requirements and good public governance practices. Furthermore, the adoption of a specialized solution is compatible with the principles governing Public Administration, particularly those of efficiency, legality, legal certainty, and economy, as it allows for the reduction of errors, optimization of human resources, and improvement in the quality of procurements made. Thus, the present demand is necessary and adequate to meet the public interest, and should be submitted to the preparation of a Preliminary Technical Study for analysis of the most advantageous solution, including the feasibility of eventual direct contracting, if the impossibility of competition is demonstrated, in accordance with applicable legislation.
