1. The Ministry of Agriculture and Forestry (MINAGRIF) has received financing from the World Bank toward the cost of the Smallholder Agricultural Transformation Project (MOSAP 3) and intends to apply part of the proceeds for consulting services above referenced.

The consulting services (“the Services”) includes the assessment of the progress made towards the achievement of the specific objectives of the project, its outcomes and impact on the lives of smallholder farmers who have been directly involved in the project activities, including the families, communities and on the responses of policy makers at local and national levels.  It will also gauge the level of community and other stakeholder participation and ownership of the implementation process.  It shall identify the intended and unintended outcomes, best practices, lessons learned as well as challenges arising from project implementation. The consultant firm is expected to commence services by no later than September 28th 2026 or earlier.

 

3. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Smallholder Agriculture Transformation Project (MOSAP 3) now invites eligible Consultant Firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: (i) Advanced university degree (Master’s or PhD) in Agricultural Economics, Rural Development, Agronomy, Development Studies, or related fields; (ii) Minimum of 10 years of professional experience in agricultural development, rural livelihoods, or related sectors; (iii) At least 5 years of proven experience in conducting project evaluations, preferably in World Bank, IFAD, FAO, or other donorfunded agricultural/rural development projects; (iv) Demonstrate strong knowledge of OECDDAC evaluation criteria, logical framework approaches, and resultsbased management; (v) Proficiency in mixedmethods evaluation techniques (quantitative surveys, qualitative interviews, participatory rural appraisal); (vi) Prior work experience in SubSaharan Africa, preferably Angola or Lusophone countries; (vii) Excellent analytical, writing, and presentation skills in English; proficiency in Portuguese is a strong asset; (vii) Demonstrated independence, impartiality, and integrity in evaluation assignments.

4. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” [Ed. November 2020 (“Procurement Regulations”)], setting forth the World Bank’s policy on conflict of interest.
